About this file
This document appears to be a contract solicitation from the Department of Veterans Affairs (VA) for a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside roofing project at the West Palm Beach VA Medical Center. The project, titled "FY24: Station (PROJ: 548-24-155) Clean Laundry Area Roof", requires the installation of polyurethane foam roofing with a silicone coating. The solicitation includes detailed technical specifications, drawings, and product data sheets for the required materials. Offerors must complete a pricing breakdown by division and provide a formal certification of compliance with the limitations on subcontracting requirements. Proposals are due by 07/24/2023, and the award is anticipated on 09/01/2023. The government will not consider offers from offerors who do not provide the required certification.

VAAR 852.219-75 VA NOTICE OF LIMITATIONS ON SUBCONTRACTING—CERTIFICATE OF
COMPLIANCE FOR SERVICES AND CONSTRUCTION (JAN 2023) (DEVIATION)
(a) Pursuant to 38 U.S.C. 8127(l)(2), the offeror certifies that—
(1) If awarded a contract (see FAR 2.101 definition), it will comply with the limitations on subcontracting requirement as provided in the solicitation and the resultant contract, as follows:
(i) [] Services. In the case of a contract for services (except construction), the contractor will not pay more than 50% of the amount paid by the government to it to firms that are not certified SDVOSBs listed in the SBA certification database as set forth in 852.219–73 or certified VOSBs listed in the SBA certification database as set forth in 852.219–74. Any work that a similarly situated certified SDVOSB/VOSB subcontractor further subcontracts will count towards the 50% subcontract amount that cannot be exceeded. Other direct costs may be excluded to the extent they are not the principal purpose of the acquisition and small business concerns do not provide the service as set forth in 13 CFR 125.6.
(ii) [] General construction. In the case of a contract for general construction, the contractor will not pay more than 85% of the amount paid by the government to it to firms that are not certified SDVOSBs listed in the SBA certification database as set forth in 852.219–73 or certified VOSBs listed in the SBA certification database as set forth in 852.219–74. Any work that a similarly situated certified SDVOSB/VOSB subcontractor further subcontracts will count towards the 85% subcontract amount that cannot be exceeded. Cost of materials are excluded and not considered to be subcontracted.
(iii) [] Special trade construction contractors. In the case of a contract for special trade contractors, the contractor will not pay more than 75% of the amount paid by the government to it to firms that are not certified SDVOSBs listed in the SBA certification database as set forth in 852.219–73 or certified VOSBs listed in the SBA certification database as set forth in 852.219–74. Any work that a similarly situated certified SDVOSB/VOSB subcontractor further subcontracts will count towards the 75% subcontract amount that cannot be exceeded. Cost of materials are excluded and not considered to be subcontracted.
(2) The offeror acknowledges that this certification concerns a matter within the jurisdiction of an Agency of the United States. The offeror further acknowledges that this certification is subject to Title 18, United States Code, Section 1001, and, as such, a false, fictitious, or fraudulent certification may render the offeror subject to criminal, civil, or administrative penalties, including prosecution.
(3) If VA determines that an SDVOSB/ VOSB awarded a contract pursuant to 38 U.S.C. 8127 did not act in good faith, such SDVOSB/VOSB shall be subject to any or all of the following:
(i) Referral to the VA Suspension and Debarment Committee;
(ii) A fine under section 16(g)(1) of the Small Business Act (15 U.S.C. 645(g)(1)); and
(iii) Prosecution for violating 18 U.S.C. 1001.
(b) The offeror represents and understands that by submission of its offer and award of a contract it may be required to provide copies of documents or records to VA that VA may review to determine whether the offeror complied with the limitations on subcontracting requirement specified in the contract. Contracting officers may, at their discretion, require the contractor to demonstrate its compliance with the limitations on subcontracting at any time during performance and upon completion of a contract if the information regarding such compliance is not already available to the contracting officer. Evidence of compliance includes, but is not limited to, invoices, copies of subcontracts, or a list of the value of tasks performed.
(c) The offeror further agrees to cooperate fully and make available any documents or records as may be required to enable VA to determine compliance with the limitations on subcontracting requirement.
The offeror understands that failure to provide documents as requested by VA may result in remedial action as the Government deems appropriate.
(d) Offeror completed certification/fill-in required. The formal certification must be completed, signed and returned with the offeror’s bid, quotation, or proposal. The Government will not consider offers for award from offerors that do not provide the certification, and all such responses will be deemed ineligible for evaluation and award.

GACOFLEX® SF2000 SEAMSEAL
SOLVENT-FREE 100% SILICONE SEALANT
DESCRIPTION:
GacoFlex SF2000 SeamSeal is a silicone-based, solvent-free, single-component waterproof elastomeric moisture-curing sealant combined with a reinforcing agent.
USAGE:
SeamSeal is intended for application over cleaned and primed roofs as a joint and fastener treatment in place of fabric and/or elastomeric sheet tape. It may also be used to repair blisters in spray polyurethane foam up to 4” in diameter, as a tape-seal over cracked polyurethane foam insulation, and as filler for applications over existing “alligatored” smooth BUR. SeamSeal is UV stable and may be used to repair most clean and dry roofing surfaces. It can also serve as a substitute for caulk on a variety of substrates.
LIMITATIONS: Not intended to be used to repair blisters in polyurethane foam larger than 4” in diameter.
COLOR:

STEP DESCRIPTION
THINNING Product should not be thinned.
MIXING
Mix thoroughly before and during use. A mechanical mixer should be used to ensure sufficient mixing of contents. Product will appear uniform after mixing and free of lumps.
SURFACE
PREPARATION
Surfaces to receive GacoPrime Low VOC Primer must be clean, dry and free of dust dirt and debris. Clean with a stiff bristle broom or rags to remove contaminants. Clean single-ply membrane and metal substrates with GacoWash Concentrated Cleaner and allow to dry completely prior to applying GacoPrime Low VOC Primer.
APPLICATION
Coverage Rate: Approximately 200 - 250 ft² / gal (18 - 23 m² / 3.8 L). Avoid puddling of primer on the surface. Required Minimum Wet Film Thickness (WFT) is 6 - 8 mils.
(1) BRUSH: Use solvent resistant brush and apply.

RECOMMENDATIONS
& APPLICATION
To ensure optimum performance, a minimum pass thickness of 0.75 in (19 mm) is recommended with the maximum not to exceed 1.5 in (38 mm) per pass. It is recommended that the resin side pre-heater be set 10 – 15 °F (-12 – -9 °C) warmer than the Isocyanate side to equalize component viscosities. Maximum spray equipment temperature setting is 130 °F (54 °C).
NOTE: This system can be sprayed on clean dry substrates down to 45 °F (7°C). GacoRoofFoam 2733 must not be applied if the temperature during application is less than 5 degrees above the dew point.
NOTE: All hot work, i.e. welding, torches and open flame work must be completed prior to installation of the polyurethane foam insulation.
Smoking in the same area while the spray polyurethane foam insulation is being applied shall be strictly prohibited.
* For specific Safety and Health information please refer to the appropriate Safety Data Sheet that is associated with this product.
