About this file

This document is an Attachment F - Certified Disadvantaged Business Outreach Plan for an RFP issued by the State of Oregon for Consulting Services. The RFP requests a consultant to support the development of a Scope of Work for a statewide Disparity Study of the State's procurement processes. The Outreach Plan requires the offeror to indicate if they are an Oregon certified firm, list any certified firms they have contracted with in the last two years, and describe the steps they will take to solicit certified firms for subcontracting opportunities if awarded the contract. The offeror must also report the identity and value of each subcontractor to the Oregon Certification Office for Business Inclusion and Diversity (COBID) if awarded the contract.

The RFP does not provide any details on pricing terms, set asides, incumbents, funding requirements, or other salient information beyond the consulting services requested and the outreach requirements. The document emphasizes the importance of providing certified firms, including minority-owned, woman-owned, service-disabled veteran-owned, and emerging small businesses, an equal opportunity to participate in the performance of the contract.
