Technical Specifications Summary

This document contains technical specifications for wastewater cleanout work at Sula Ranger Station and West Fork Ranger Station in Montana. The base bid scope includes removing existing 6-inch clay sewer lines at four residences and two bunkhouses, then installing new 4-inch two-way cleanouts at each of the six locations. The project sites are located at 7338 US HWY 93, Sula, MT 59871 (approximately 36 miles south of Hamilton) and 6735 W Fork Rd, Darby, MT 59829 (approximately 35 miles from Hamilton), at an elevation of approximately 4,500 feet where heavy snowfall and cold temperatures occur from November through May.

The specifications detail requirements across Division 1 (General Requirements) through Division 31 (Earthwork). Key technical requirements include: excavation and trench work complying with OSHA standards; installation of PVC Schedule 40 sanitary drainage pipe per ASTM D1785 with push-on or solvent-cemented joints; pipe bedding using Type 1 material (gravel gradation from 3/4 inch to No. 8) placed 4 inches below and 6 inches above the pipe, compacted in 6-inch lifts; trench backfill in 8-inch maximum layers with compaction; erosion control measures and stormwater compliance; site clearing and topsoil salvage; contractor quality control with independent testing laboratories; and final restoration with seeding of disturbed areas. The contractor bears responsibility for obtaining all permits except Montana Department of Environmental Quality approval for public water installation, which is government-furnished. Work hours are restricted to 8:00 a.m. to 5:00 p.m. on weekdays only, with weather-related delays at the contractor's expense. All demolition waste and unsuitable excavated material must be removed from the site and legally disposed of at the contractor's cost.

1.1 SUMMARY

A. Measurement and payment for contract work will be made only for and under those pay items included in the Schedule of Items. All other work, labor, materials, equipment, and incidentals necessary to successfully complete the project will be considered as included in the payment for items shown. This section defines the method of measurements and basis of payment for work items listed in the Schedule of Items.

1.2 DETERMINATION OF QUANTITIES

A. The following measurements and calculations shall be used to determine contract quantities for payment.

For individual construction items, longitudinal and lateral measurements for area computations shall be made horizontally or corrected to horizontal measurement unless otherwise specified.

Measurements for geotextiles, netting and erosion control blankets shall be along slope lines.

For excavation or embankment volumes, the average end area method shall be used to compute volumes. However, if in the judgment of the Contracting Officer, the average end area method is impractical, measurement shall be made by volume in hauling vehicles or by other three-dimensional methods.

For Structures, they shall be measured according to neat lines shown on the drawings or as altered by the Contracting Officer, in writing, to fit field conditions.

For items that are measured by the linear foot, such as pipe culverts, fencing, guardrail, piping, utilities, and underdrains, measurements shall be made parallel to the base or foundation upon which the structures are placed.

For aggregates weighed for payment, the tonnage shall not be adjusted for moisture content, unless otherwise provided for.

For standard manufactured items (such as fence, wire, plates, rolled shapes, pipe conduits) identified by gauge, weight, section dimensions, and so forth, such identifications shall be considered the nominal weights or dimensions. Unless controlled by tolerances in cited specifications, manufacturer's tolerances shall be accepted.

1.3 UNITS OF MEASUREMENT

A. Payment shall be by units defined and determined according to U.S. Standard measure and by the following:

Cubic Yard (CY): A measurement computed by one of the following methods:

Excavation, Embankment, or Borrow -- The measurement computed by the average end area method from measurements made longitudinally along a centerline or reference line.

Material in Place or Stockpile -- The measurement computed using the dimensions of the in-place material.

12 012900

Material in the Delivery Vehicle -- The measurement computed using measurements of material in the hauling vehicles at the point of delivery. Vehicles shall be loaded to at least their water level capacity. Leveling of the loads may be required when vehicles arrive at the delivery point.

Each (EA): One complete unit, which may consist of one or more parts.

Linear Foot (LF): Linear feet measured horizontally.

Lump Sum (LS): One complete unit, which may consist of one or more parts.

1.4 METHOD OF MEASUREMENT

A. One of the following methods of measurement for determining final payment is designated on the Schedule of Items for each pay item:

Actual Quantities (AQ) - These quantities are determined from actual measurements of completed work Contract Quantities (CQ) – The quantity to be paid is the quantity listed in the bid schedule.

Contract quantities will be adjusted only when there are errors in the original design of 15% or more.

Lump Sum Quantities (LSQ) - These quantities denote one complete unit of work as required by or described in the contract, including necessary materials, equipment, and labor to complete the job. They shall not be measured.

PART 2 - PRODUCTS (Not Used)

END OF SECTION 012900
