About this file
This document is a Performance Standards Attachment that details specific quality standards, acceptable quality levels, means of measurement, penalties, and incentives for road maintenance tasks. The performance standards cover seven critical areas of work: Roadbed Moisture Content Determination, Ditch Cleaning and Shaping, Reshaping Road (Aggregate Surfacing), Reshaping Road (Native Surfacing), Structure and Improvement Protection, Compaction, and Watershed Protection.
Each performance standard section provides detailed criteria for contractors, including specific technical requirements like moisture content ranges (6-8% for aggregate surfaces, 12-20% for native surfaces), road shaping specifications, compaction standards, and environmental protection measures. The document outlines precise quality expectations, such as maintaining road crowns between 5-8%, preventing sediment pollution, and protecting existing structures. Penalties for non-compliance range from rework at contractor's expense to potential contract termination, while incentives include superior performance ratings and potential contract renewal.

PERFORMANCE STANDARDS
Contractor Performance Checklist
Tasks and Critical
Subtasks Quality Standards
Acceptable Quality
Level Means of Measurement Penalties Incentives
Roadbed Moisture Content (MC) Determination
Blade Roadbed when adequate
MC is present
Apply water or aerate as needed.
Optimum MC for aggregate surfaces is 6-8% + 2% depending on the amount of fines.
Optimum MC for native surfaces is
12-20% depending on amount and type of fines.
Optimum MC to insure mixing, processing, lay down and compaction.
Recognized
Industry Standards for blading aggregate surfaced and native surface roads.
Contractor maintained MC during blading so that processed materials are well mixed and finished surfaces are smooth and compacted.
Aggregate surfaces tight and non-raveling.
Recognized
Industry Quality workmanship.
Government may inspect during all operations to satisfy that adequate MC is present.
Contractor performance substantiates that optimum MC and recognized Industry
Standards are being met.
Contractor may be required to re-work, at their expense, the unacceptable section when the
MC returns to within acceptable range
Government may withhold full or partial compensation for that section
Contractor may receive poor performance rating
Contract may be terminated with repeated deficiencies.
Contractor would receive a superior performance rating
Government would likely exercise renewal option for one more season if such option is part of the contract.

Ditch Cleaning and Shaping Cleaning and reshaping ditches
Cleaning lead-out ditches
Original lines and grades are restored
Accepted industry quality workmanship.
Slough, debris, and deposition is removed
Water is able to flow freely with no significant constrictions
No avoidable standing water in ditch lines.
Back slopes have not been undercut.
Lead-out ditches drain to daylight
Shoulder ditch slope at a 3:1 ratio
(horz:vert)
Excess ditch material has been pulled onto and across roadway and deposited off road on fill slopes;
it has not been heeled onto backslope.
Visual verification.
Measurement with standard survey equipment such as level, rod, etc.
Contractor may be required to re-work, at their expense, the unacceptable portions of work
Contractor may receive poor performance rating
Contract may be terminated with repeated deficiencies.
Contractor would receive a superior performance rating
Government would likely exercise renewal option for one more season if of the contract.

Reshaping Road – Aggregate Surfacing Cut, relay, and reshape to full surfaced width
(including turnouts) and to sufficient depth to remove rutting, potholing, washing, and wash boarding
Existing crown/out-slope preserved or enhanced
Aggregate surface is restored to uniform depth and free of ruts, potholes, washes and wash boarding
Road surface drains effectively.
Intersections properly blended with no abrupt edges.
Oversize material removed.
Sod is broken down and materials incorporated back into the roadway.
Accepted industry quality workmanship.
No berms or ridges along either shoulder of roadbed.
No oversize material greater than 2 inches.
Crown 5-8%
Aggregate has not been contaminated
Little or no lost material outside of roadbed.
Pot holes, ruts, washes, and wash boards have been cut to the bottom of the defect and the road material blended, re-laid, shaped and compacted along with the rest of the road surface.
standard survey equipment such as level, rod, etc.
Contractor may be required to re-work, at their expense, the unacceptable portions of work
Contractor may receive poor performance rating
Contract may be terminated with repeated deficiencies.
Contractor may be required to replace any aggregate lost that can not be recovered.
Contractor would receive a superior performance rating
Government would likely exercise renewal option for one more season if of the contract

Reshaping Road – Native Surfacing
Crowning/out-sloping
Material spread evenly over surface to form a
“pad”
Side cast oversize rocky material
Clean/reshape existing drain dips
Scarification and blending of materials
Road crowned or out-sloped
No material is wasted
No oversize material on road
No berms or ridges left along either shoulder
Oversize rocky material removed.
Road surface drains effectively
Sod is broken down and earthen materials incorporated back into roadway.
Accepted industry quality workmanship.
Road bed smooth and dressed to produce a uniform grade and cross section, with a surface free of hollows, depressions, and projections
No berms or ridges along either shoulder of roadbed.
Dips are smooth with good transitions
No oversize rocky material greater than 3 inches.
Crown 5-8%
Outslope 3-5 % standard survey equipment such as level, rod, etc.
