About this file

These are two Standard Operating Procedures (SOPs) from the U.S. Department of Transportation Volpe National Transportation Systems Center documenting field sampling methodologies.

SOP 007 – Test Pit Exploration (Version 1.0, dated 01/09/23, Prepared by H. Talbot-Wendlands, Reviewed by C. Fry, Approved by M. Heimgartner) establishes procedures for excavating soil to allow visual inspection of soil and subsurface characteristics through test pit exploration. The procedure is used for identifying buried waste material and conducting direct soil horizon observations, historical fill investigations, and environmental investigation activities. Soil samples may be obtained during test pit exploration; however, direct push drilling methods are preferred if shallow soil contamination exists, reproducible sampling is needed, or the water table is shallow. A competent person as defined by OSHA must be onsite due to health and safety hazards. The SOP requires PPE appropriate to hazard levels per a site-specific Health & Safety Plan, HASP, Sampling and Analysis Plan, site drawings, and related documentation. Equipment includes marking flags, plastic sheeting, measuring tape, photoionization detector (PID) meter if required, camera, and decontamination equipment. Procedures include equipment inspection and contamination prevention, site access coordination per Volpe SOP-002, PPE donning, surface debris clearance, trench excavation to specified dimensions, soil removal and photography, sample collection with documentation, pit backfilling, and plastic sheeting management per Investigation-Derived Waste procedures in Volpe SOP-020.

SOP 010 – Direct Push Technique Drilling (Version 1.0, dated 01/09/23) describes procedures, protocols, control, and requirements for sampling subsurface soil using direct push drilling technology at depths less than 50 feet below grade surface. Soil cores are collected and retrieved using a liner (e.g., MacroCore sampler) inside a hollow barrel. The SOP does not address subsurface investigation hazards, site access, utility clearance, equipment decontamination, or sample handling procedures, which should be consulted separately. Key equipment includes PPE per site-specific HASP, HASP and Sampling/Analysis Plan, field notebook and markers, Volpe Monitoring Well Construction and Boring Log, marking flags, PID, camera, tape measure, polyethylene sheeting, samplers, extension rods, catchers, liners, and sample containers with labels and chain of custody documentation. Procedures include equipment inspection and contamination prevention, sampling investigation documentation, site access coordination per Volpe SOP-002, PPE donning, borehole location review and photography, drilling equipment inspection and contractor-supplied materials verification, drilling rig positioning and leveling, sampler advancement with proper orientation, soil core receipt and maintenance, sample collection with depth and dimensional documentation, equipment decontamination per Volpe SOP-018, and excess sample material handling per Volpe SOP-020 investigation-derived waste procedures.
