VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT
Last Updated: 02/01/22 Page 1 of 1
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C250-22-AP-4091
1. Contracting Activity:
Network Contracting Office (NCO) 10
260 East University Avenue
Second Floor, Suite 100
Cincinnati, Ohio 45219-2637
2. Brief description of services required and the intended use/estimated amount:
Provide and install new equipment in the form of 5 emergency call stations, located at Richard L.
Roudebush VAMC at 1481 W 10th St, Indianapolis, IN 46202. This will be phase two of the project.
These emergency call stations will be spread across the front and side parking lots of the facility, based on the provided overview map. The new equipment is required to integrate with the current police surveillance system (RS2).
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
CSC is the only manufacturer possessing the proprietary knowledge of security system access codes and configurations needed to integrate the current security system. This is phase two of the project.
Phase one was competed and awarded as a single source procurement in FY19 (36C25019C0272).
4. Description of market research conducted and results or statement why it was not conducted:
Pricing quotations from other vendors were sought, but none were provided by any vendors. The acquisition history supports a single source to Central Security Systems INC. This J&A will be posted with the RFQ to allow for any other contractors to quote the project.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
