About this file
This is a Technical Specifications document for a procurement of GPS tracking collars for wildlife research. The USGS Cooperative Research Units in Reston, Virginia, requests the purchase of 12 GPS tracking collars to support the South Carolina Cooperative Fish and Wildlife Research Unit at Clemson University. The collars will be used to study black bear movement ecology in South Carolina, with particular focus on road-crossing behavior and habitat use. Delivery is required within 60 days to USGS CRU, 307 Cherry Road, Clemson, SC 29634.
The equipment specifications require collars equal to or better than the VECTRONIC Aerospace VERTEX PLUS-IRIDIUM-2D GPS Collar, with specific capabilities including GPS recording capacity up to 365,500 positions, remote data transmission via Iridium satellite with unlimited daily transmissions, VHF beacon, mortality and temperature sensors, field-replaceable battery, and a programmable remote drop-off mechanism for collar retrieval without animal recapture. Additional requirements include a Virtual Fence capability for spatially-stratified GPS fix rates, programmable GPS fix schedule with a minimum fix rate of 5 minutes or less, round or oval collar shape options suitable for juvenile and adult bears, stainless steel label plate, 2-year manufacturer warranty on electronic parts, data accessibility via mobile app and Windows 11-compatible software, and Iridium satellite service. The procurement includes handling, packaging, and insured shipping to Clemson, South Carolina.

The USGS mission essential functions involve providing information that supports decision makers and resource managers in the preservation of life, health and safety of the American people, and related information delivery systems for global monitoring and reporting. The resources identified in this procurement support research in wildlife ecology for black bear populations and directly support the educational training of graduate research students and the ability of the USGS to capture, process, monitor, report, and distribute scientific data in a timely manner. In making this procurement decision, USGS considered alignment with DOI IT Transformation goals, alternative solutions, bandwidth and IT security impacts, portability, interoperability, and life cycle requirements.
