About this file

This is a Statement of Requirements (SOR) for a VEX AIR Competition Drone Bundle for the Air Force Junior Reserve Officers' Training Corp (AFJROTC).

The objective is to provide an intermediate-level unmanned aerial systems (UAS) instructional platform to support AFJROTC's multi-tiered drone learning progression, enabling cadets to gain practical exposure to aviation principles, flight operations, coding, systems integration, and emerging aerospace technologies. Each VEX AIR Competition Drone Bundle (737-9001) must include one drone, one controller, three interchangeable modules (passive, motorized, and magnetic), four batteries (two high-capacity and two low-capacity), one communication headset, propeller sets, USB cables, and power adapters, along with a welcome kit that includes team registration. The drone must be Section 889 compliant with dimensions of 190mm x 220mm, weigh a maximum of 249g, feature 7.4v lithium polymer batteries and brushless DC motors with permanent 360-degree propeller ducts. Required drone electronics include forward and downward-facing cameras with optical detection capabilities (color and April Tags), optical position stabilization, inertial sensors (gyroscope and accelerometer), bottom rangefinders for up to 5 meters altitude, forward obstacle detection, dual-band Wi-Fi connectivity, 2 GB storage, and hardware-enforced firmware verification. The controller must feature dual joysticks, configurable buttons, a 5-inch LCD color screen, video streaming from both cameras, telemetry data display, and speaker audio feedback.

The contractor must deliver bundles on-demand to each AFJROTC location listed in Appendix A within five working days of request. Training must be provided to AFJROTC instructors on curriculum, building, coding, and flying for each delivery order, including all applicable lessons and materials necessary for instructors to teach the curriculum. The contractor shall provide all applicable Original Equipment Manufacturer (OEM) standard commercial warranties at no additional cost, along with manufacturer documentation, written warranty procedures, technical support contact information, and replacement procedures prior to project acceptance. All items must be brand new; refurbished or used items are not authorized.

Statement of Requirements (SOR) VEX AIR Competition Drone Bundle

1.0 OBJECTIVE. The mission of Air Force Junior Reserve Officers' Training Corp (AFJROTC) is to

“develop citizens of character dedicated to serving their nation and community.” AFJROTC supports this mission through classroom instruction, aerospace education, leadership development, and hands-on STEM learning opportunities that enhance cadet engagement and real-world application of aerospace concepts. The use of unmanned aerial systems (UAS) technology provides cadets with practical exposure to aviation principles, flight operations, coding, systems integration, problem solving, and emerging aerospace technologies in a structured educational environment. These instructional tools support the development of critical thinking, teamwork, communication, and technical skills aligned with AFJROTC aerospace science and STEM objectives. The VEX AIR platform will serve as an intermediate-level instructional system within AFJROTC’s multi-tiered drone learning progression. This platform will bridge introductory drone instruction and more advanced UAS applications currently utilized throughout the program while providing standardized instructional capability across geographically dispersed AFJROTC units. Implementation of a standardized intermediate UAS platform supports instructional continuity, instructor familiarization, classroom safety, and scalable STEM integration while enhancing cadet exposure to aerospace and technology-focused educational opportunities.
