About this file

This is a Statement of Need and Specifications document for the Georgia Cooperative Fish and Wildlife Research Unit (GA CFWRU) procuring a shallow-water boat with accompanying trailer for electrofishing operations.

The GA CFWRU requires a 16-foot flat-bottom tunnel hull aluminum boat configured for electrofishing research to support field sampling of fish communities in rivers and reservoirs. The boat must be constructed with heavy gauge marine-grade aluminum (3/16-inch bottom, 1/8-inch sides with welded ribs), feature a center console configuration, and include a front deck with aluminum safety railing meeting USGS standards (minimum 105 centimeters high, capable of withstanding 200-pound side thrust). The boat must accommodate an aluminum live well (2 ft x 3 ft x 18 inches), bilge pump, generator with bracket, and provide sufficient floatation for electrofishing equipment, supplies, full live well, and up to three adults. The boat must support installation of a Smith Root Apex electrofishing system and navigation lights. The contractor will receive government-furnished items including a Yamaha F60JB 60/40 jet motor, controls, steering, battery, and fuel tank. A galvanized boat trailer with plastic bunks and spare tire is also required. Delivery is to 325 Devils Ford Road, Athens, Georgia 30605. Transportation responsibility for parts depends on contractor location: the government handles transportation if the contractor facility is within 400 miles of the government facility; otherwise, the contractor is responsible.

Specifications

Georgia Cooperative Fish and Wildlife Research Unit Shallow-water boat for electrofishing with trailer

Statement of Need The Georgia Cooperative Fish and Wildlife Research Unit (GA CFWRU) requests a tunnel hull aluminum boat, which can be equipped with an existing jet outboard motor (Yamaha F60JB 60/40 jet motor), as well as purchase of an accompanying trailer. This boat must be configured for electrofishing, according to USGS standards. The primary use is to support the field science program of the Georgia Cooperative Fish and Wildlife Research Unit for sampling a diversity of fish communities in rivers and reservoirs. We require a tunnel hull boat made from heavy gauge aluminum, specifically so we can sample rocky shallow water habitat without damaging the boat. This boat will make it possible to transport students and staff, as well as research supplies in areas that would be too remote to access otherwise and thus allow us to develop more robust and accurate estimates of biological parameters.

Specifications The boat must meet or exceed these specifications:

• Flat-bottom, tunnel hull designed to operate in shallow water

• Bottom made from 3/16” marine-grade aluminum

• Sides made with 1/8” marine-grade aluminum with full-length welded ribs

• Length = 16 ft

• Bottom width = 5 ft

• Center-console

• Front deck with aluminum safety railing to USGS specifications o At least 105 centimeters (42 inches) high and constructed of at least

1.8 centimeters (3/4-inch) heavy-wall steel pipe or 3.75 centimeters (1-1/2-inch) heavy-wall aluminum pipe.

o Designed to withstand a 90-kilogram (200-pound) side thrust

• Small back deck behind the seat

• Aluminum live well and pump = 2 ft x 3 ft x 18 inches tall

• Bilge pump

• Space in appropriate location on the craft for a generator (with bracket, behind live well)

• Sufficient floatation for all electrofishing gear (generator, control box, booms, etc.), other supplies, full live well, and up to three adults

• Support connections of electrofishing equipment (Smith Root Apex) and navigation lights

The boat trailer must meet or exceed these specifications:

• Galvanized boat trailer capable of securely transporting boat specifications described above

• Plastic bunks on bottom

• Spare tire

Installation Government furnished items/parts:

• Motor: Yamaha F60JB 60/40 jet motor

• Controls

• Steering

• Battery

• Fuel tank

If contractor facility is within 400 miles from government facility, the government is responsible for transportation of parts to and from contractor facility, otherwise the contractor is responsible.
