About this file

This is a Specifications document for the procurement of a shallow-water boat, motor, and trailer by the USGS Cooperative Research Units in Reston, VA, for the Louisiana Cooperative Fish and Wildlife Research Unit (LACFWRU).

The USGS seeks to purchase equipment to support field science programs for sampling wildlife and fish communities, submerged aquatic vegetation, and hydrologic data across Louisiana on public and private lands. The boat must be a flat-bottom, hard-chine hull constructed of 5086 marine-grade aluminum with full-length welded ribs, minimum 20 feet in length, 5 feet bottom width, and 21-inch sides. Required features include center-console hydraulic control steering wheel, bilge pump, hydro-turf flooring, trolling motor plug, bow-mounted LED spotlight, LED interior lighting, and two foldable removable seats. The engine must be a 50-horsepower, 3-cylinder surface-drive engine configured for center-console steering with 866 cc displacement, reversible prop, stainless steel muffler, and maximum RPM range of 5000-6000. The boat trailer must be aluminum construction capable of securely transporting the specified boat. The procurement supports USGS mission-essential functions in providing information for decision makers and resource managers, directly supporting educational training of graduate research students and enabling timely scientific data capture, processing, monitoring, reporting, and distribution. In making this procurement decision, USGS considered alignment with DOI IT Transformation goals, alternative solutions, bandwidth and IT security impacts, portability, interoperability, and life cycle requirements.

Specifications

LACFWRU – Shallow-water boat, motor and trailer

Statement of Need The USGS, Cooperative Research Units in Reston, VA, supporting the Ecosystems Mission Area requests the purchase of a shallow water boat equipped with a surface drive engine and an accompanying trailer. The primary use is to support the field science program of the Louisiana Cooperative Fish and Wildlife Research Unit (LACFWRU) for sampling wildlife and fish communities, submerged aquatic vegetation, and hydrologic data on public and private lands around the state. This boat will make it possible to transport technicians and research supplies in areas that would be too remote to access otherwise and thus allow us to develop more robust and accurate estimates of biological parameters.

The boat must meet or exceed these specifications:

• Flat-bottom, hard-chine hull designed to run higher on plane

• 5086 marine-grade aluminum with full-length welded ribs

• Minimum Length = 20 ft

• Minimum Bottom width = 5 ft

• Minimum Sides = 21 inches

• Center-console hydraulic control steering wheel

• Bilge pump

• Hydro-turf boat flooring

• Trolling motor plug

• Bow mounted LED spotlight

• LED interior boat lighting

• Includes two foldable and removable seats

The boat engine must meet or exceed these specifications:

• 50 horsepower, 3-cylinder surface-drive engine configured for center-console steering

• 866 cc displacement

• Engine prop must be able to switch into reverse

• Stainless steel muffler

• Max RMP range 5000-6000

The boat trailer must meet or exceed these specifications:

• Aluminum boat trailer capable of securely transporting boat specifications described above

The USGS mission essential functions involve providing information that supports decision makers and resource managers in the preservation of life, health, and safety of the American people and related information delivery systems for global monitoring and reporting. The resources identified in this procurement support research in ecology, wildlife, fisheries, habitat management, and hydrology modeling and directly support the educational training of graduate research students and the ability of the USGS to capture, process, monitor, report, and distribute scientific data in a timely manner. In making this procurement decision, USGS considered alignment with DOI IT Transformation goals, alternative solutions, bandwidth and IT security impacts, portability, interoperability, and life cycle requirements.
