San Francisco VA Medical Center
4150 Clement St
San Francisco, CA 94121
Date: June 6, 2022
Project: 662-23-113, Construct NIH High-Level Bio-Safety Laboratory
Scope of Work
The San Francisco VA Medical Center requires the services of a qualified Architect / Engineer (A/E) firm to provide design services for project 662-23-113, Construct NIH High-Level Bio-Safety Laboratory.
The nature of this requirement is to renovate an existing laboratory space to meet BSL-3 design criteria as per the
National Institute of Health Office of Research Facilities (ORF) Design Requirements Manual. The end-state goal is to provide a space that is certified at a BSL-2* level and can be certified at a higher level of maintain certification if standards change. VA design criteria as per the Technical Information Library applies as a minimum, however where NIH criteria is more stringent it will prevail.
The design requires the full renovation of the existing lab in room 589 of Building 2 as depicted below. This current footprint is anticipated to require full renovation. The location was selected due to direct proximity to a roof that alleviates significant design vulnerabilities related to HVAC systems. Additional work throughout the footprint of
BLDG 2 fifth floor to reflect a state-of-the-art research facility will be entertained as budget allows.

BLDG 2 Room 589
BLDG 2 Sixth Floor Plan – Demonstrating Roof Perimeter
A/E Requirements
The anticipated construction cost associated with this design is expected to be approximately $2,000,000. The VA expectation is that the A/E will provide sufficient design services to utilize this construction budget with fees in accordance with the Brooks Act. Work beyond the explicitly indicated footprint is to include common areas or address utility systems that are found deficient. The VA will require two Schematic Design deliverable (35% and
50%), two Design Development Deliverables (90% and 95%), and one Construction Document Deliverable (100% followed by stamped finals incorporating any revisions). The A/E will provide an initial itemized construction cost estimate as part of the 35% submission from which the VA may elect potential deducts equivalent to a minimum of
35% of the projected construction cost of the full scope OR expand the scope to fully utilize the anticipated budget.
Deducts are expected to be incorporated in a manner that allows for segregation at the Construction Document stage.
The cost estimate shall be carried forward and modified to reflect changes on each subsequent submission. Design of the above documented project scope must meet all applicable codes, regulations, and standards. This includes but is not limited to NFPA Codes, NEC, EPA, OSHA 1926, ASTM and TJC Standards. Additionally, the A/E is required to meet all applicable laws and regulation not explicitly stated in this document. Design efforts and products shall be conducted and produced in compliance with VA Publications including Master Construction
Specifications, Design Guides, and CAD Standards (http://www.cfm.va.gov/TIL).
A/E submissions are to comply with the requirements stated in PG-18-15 Volume C. The design submissions shall consist of progressively more complete documents consisting of the following:
• Schematic Design (35%)
• Schematic Design (50%)
• Design Development (90%)
• Design Development (95%)
• Construction Documents (100%)
• Final Construction Documents – Production
Meetings to review the submissions shall be conducted via electronic conferencing (Microsoft TEAMS) if determined to be necessary by the VA. Physical appearance by the A/E shall be made at the request of the VA (site visits not requested by the VA will not be billable), but shall not exceed three (3) visits by a two-person team throughout the design phase. The A/E will provide a list of qualified personnel along with their technical certifications who are able to conduct the site visits for acceptance by the VA. Personnel shall have the necessary knowledge, skills, and abilities to perform the tasks required by the VA for each site visit. In addition to physical site visits the A/E shall expect routine stakeholder meetings until an approved submission of 50% documents via
Microsoft TEAMS. These conferences shall be a maximum of 2 hours with no more than 1 occurrence per week.
Specifications shall be derived from the VA Master Specifications and provided initially as part of the 90% submittal. In conjunction with specifications, every indicated submittal will be identified in an excel format log to facilitate tracking during construction. The A/E will provide two sets of drawings at submissions less than 90% (one full size and one half size) as well as an electronic version. 90% and 95% submissions are to provide three sets of drawings (One full size and two half size) with the specification provided electronically only with each division being a separate file. The 100% submission is to incorporate changes addressed as part of the 95% review and is to be provided electronically only; an accompanying independent Cover Sheet stamped “CONSTRUCTION
DOCUMENTS” will be required as part of this submission containing a VA signature block with names and titles to be provided by the VA project manager as part of the 95% review comments. Prior to production of the
Construction Documents, all sets shall be stamped as “NOT FOR CONSTRUCTION”. At production of the construction documents, an electronic set of drawings will be provided in PDF and the most current version of
AutoCAD. The specifications will be provided in PDF and the most current version of Microsoft Word.
Constituting final delivery of construction documents, two sets of full-sized drawings, two sets of half sized drawings and two bound sets of specifications are to be provided to the VA.
http://www.cfm.va.gov/TIL
A schedule shall be provided by the A/E utilizing Microsoft Project or similar and adhering to the basic schedule noted in this document. Upon completion of construction, the AE will receive red-line drawings from the General
Contractor (to be required in specification) and produce As-Built drawings to be provided electronically in both
AutoCAD and PDF however no paper submission is required. These drawings are to be stamped as “AS-BUILT”.
Completion of As-Built drawings represents significant value to the VA and will be represented as 5% of the total
AE contract cost. Operation and Maintenance manuals provided by the General Contractor are to be reviewed by the
A/E to ensure all appropriate inclusions are made. This submission is to comprise a single hard copy and an electronic copy.
Constraints
Projects are to be assessed for impact to the mission utilizing an Infection Control Risk Assessment (ICRA) and pre-construction risk assessment in advance of the 90% submission. Where the PCRA is found to represent significant impact to the means and methods of construction of individual tasks, the requirements of the said documents will be included on a drawing sheet for each tasking. Additional impacts identified by the VA may be required to be included in the drawing sets to address other impacts to construction as a means of ensuring continuation of operations is maximized throughout the construction period.
***Construction if this requirement will occur in an area that performance specialized research that may be particularly susceptible to noise, vibration, power disruptions, etc. This will be better defined by the clinical stakeholders early in the design process.
Existing Site Conditions
The space is currently an active lab on an access-restricted floor of the facility. Extensive coordination for site investigation should be anticipated. The location does not contain any asbestos or lead-based paint proximate to the area of work per previous survey though the facility is of such age that potential exists. If any materials are observed that warrant testing, the VA will do so independently or as part of a contract modification. The west-adjacent space is a mechanical room and has adequate space and capacity to accommodate any needed system modifications. The adjacent roof is populated with a dedicated exhaust system. This will need to be fully deleted and replaced and should not be considered for reuse. Space below is operational however impacts to operations are dependent on requirements for sanitary lines and as such are to be addressed as part of design. Plenum spaces are populated moderately (relative to age as the building is approximately 90 years old) with utilities that are abandoned or will be as a result of this work. All abandoned utilities/materials are to be removed to the active point of connection. Where required, this point of connection will be indicated on drawings via a sheet note.
