Project: 662-23-101, Renovate ICU to Airborne Infection Isolation Standards

Scope of Work

The San Francisco VA Medical Center requires the services of a qualified General Contractor to construct Project

662-23-101, Renovate ICU to Airborne Infection Isolation Standards. The general scope of this requirement is to construct via extensive renovation a modern Intensive Care Unit comprising 10 patient rooms with surge capacity to

12. Four rooms that are dedicated Airborne Infection Isolation and two that are configurable, allowing for a maximum of eight such patients within the Unit. The nature and requirements of this construction are fully exhibited in the attached Construction Documents which include complete drawings and specifications.

The area of construction is located within the main hospital in Building 203 with area of work entirely on the 3rd floor B-Wing; effectively the east side of the building on the top floor. Infrastructure work extends beyond the normal areas of work to accommodate work to utility systems. Special care is to be taken as related to impact surrounding clinical areas, most significantly 2nd floor, and utility outages with impact to patients in occupied areas.

Noise, vibration, and dust control should be expected to be heavily managed with limitations strictly coordinated.

For purposes if pricing, total labor effort should be assumed to comprise roughly 30% of labor outside of normal business hours.

Construction Management software is to be used in the completion of this requirement and will be provided by the government absent an established and acceptable platform utilized by the awardee. The software currently in use is

Submittal Exchange. The government will grant access to all parties associated with the General Contractor as requested by the GC project manager.

The period of performance for this action is not more than 420 days and will comprise an administrative Notice to

Proceed which allows for up to 60 days to develop schedules, perform inspections, mobilize, advance submittals, and manage long lead items. This ensures a solid plan for performance is established before the current ward is impacted by demolition that would preclude returning to service. When the contractor is ready and the government is fully satisfied as related to a developed schedule and adequate completion of a differing site conditions report, the

Contracting Officer will provide a Construction Notice to Proceed, allowing physical work to begin. The duration to

Contract Completion is 360 calendar days from issued Construction Notice to Proceed. The contractor generated

Master Project Schedule shall meet the requirements of VAAR 852.232-71 to demonstrate critical path, identify float, and indicate costs by definable feature of work to facilitate timely and accurate progress payments.
