SCIP: VHA19-635-2022-46068
The Department of Veterans Affairs, Veterans Health Administration (VHA), hereafter referred to as the “VA”, “VAMC”, or the “Government”, has a requirement to construct a two story engineering building, hereafter referred to as the “Project” at the VA Medical Center (VAMC) in
Oklahoma City, Oklahoma. The Architect and Engineer (A/E) team responsible for the design will hereafter be referred to as the “Contractor”.
A. SCOPE OF WORK
Construct approximately 6,400 sq/ft two-story office building to be used for engineering services. This building will be located on the North West corner of the hospital behind building
21. The engineering services were previously located on the 9th floor which is now the directors’ suite. Engineering is currently located in temporary trailers with approval to build a standalone building.
The anticipated cost of construction is $3,752,640 which cannot be exceeded. Reference FAR
36.609-1 for the Contractor’s responsibility to design within the funding limitations. Reference
FAR 36.609 for the Contractor’s responsibility for design errors or deficiencies.
An official design guide has not been issued by the VA, however in the VHA Space Planning
Criteria chapter 230 Engineering Services should be used to give direction in the design process.
The VA realizes that certain spaces within this space plan will not be necessary. The
Contractor’s design shall incorporate sustainable design methodology and comply with the VA
Sustainable Design and Energy Reduction Manual as can be found at http://www.cfm.va.gov/til/ and the VA Directive 0055 for VA Energy and Water management Program. The Contractor’s
Project design shall have the ability to attain VA sustainable building requirements. Contractor shall ensure that its Project design include renewable and innovative energy systems where possible. Mechanical, plumbing, electrical, and fire and life safety systems will meet current codes and standards. All structures and utilities will be designed to meet VA’s criteria as detailed in its Physical Security Design Manual for VA Facilities, Life-Safety Protected and
Mission Critical Facilities as applicable. The design will be required to comply with the
Uniform Federal Accessibility Standards (UFAS), the Americans with Disabilities Act (ADA) and PG-18-13 (Barrier Free Design Guide) in all areas. The C&A requirements do not apply, and that a Security Accreditation Package is not required http://www.cfm.va.gov/til/
