About this file
This document is a Construction Scope of Work for the Install Campus Fall Protection project at the VA Southern Nevada Healthcare System (VASNHS) located in North Las Vegas, Nevada. The project aims to address fall protection deficiencies discovered during the hospital's initial construction, which left certain building areas without compliant safety devices and violated OSHA standards. The scope involves installing fall protection systems on Buildings 1-7 rooftops, Building 1 Basement Mezzanine, and Loading Dock Retaining Walls to ensure worker safety and provide maintenance access to critical infrastructure like HVAC equipment, roof drains, PV inverters, skylights, and roof access points.
The project has a 210-calendar day performance period, with contractors required to submit detailed documentation including a comprehensive work plan, project construction schedule, and cost proposal. Key requirements include conducting a pre-bid site visit, developing a scaffolding plan, providing fall protection equipment, coordinating with VA personnel, and minimizing disruption to hospital operations. Contractors must follow numerous VA and industry standards, obtain necessary certifications, and adhere to strict security protocols, including obtaining Non-Personal Identity Verification (PIV) cards for personnel. The estimated project number is 593-23-308, with design specifications by Valhalla Engineering Group dated March 28, 2024.

CONSTRUCTION SCOPE OF WORK
Project 593-18-302
INSTALL CAMPUS FALL PROTECTION
VA Southern Nevada Healthcare System
DATE: March 6, 2025
PROJECT IDENTIFICATION
Project Title: Install Campus Fall Protection Project Location: VA Southern Nevada Healthcare System (VASNHS) 6900 N. Pecos Rd., North Las Vegas, NV. 89086
PROJECT BACKGROUND
Project Purpose: During construction of the hospital, fall protection on the roof was not installed in all needed areas and therefore has left portions of the buildings on the VASNHS campus deficient.
The omission of compliant fall protection devices in specific fall hazard areas causes increased danger to employees and contractors. The lack of fall protection violates OSHA standards. The purpose of this project is to augment existing fall protection devices by adding additional devices where such danger exists, and none have been previously provided. The intent is to make fall protection safeguards available to persons working or otherwise occupying the specified areas where such dangers exist. The Fall Protection System is to provide ease of access for maintenance not limited to the HVAC equipment, roof drains, PV inverters, skylights, windows, and unprotected access thru roof access ladders and hatches except where such features are accessible by ground based mobile lifts. In addition, this project will address issues found on the FCA.
PROJECT SCOPE
The Contractor shall provide all labor, materials, equipment, and supervision for the construction of Install Campus Fall Protection, per Construction Document Plans and Specification, Project Number 593-23-308, dated March 28, 2024, designed by Valhalla Engineering Group.
Contractor will follow the A-E Design Specifications, which includes the Construction Document Submission Report, Construction General Requirements as well as the Construction Drawings.
Location of work shall include the following:
a. Buildings 1-7 Roof tops
b. Building 1 Basement Mezzanine
c. Loading Dock Retaining Walls
PRE-BID VISIT
Bidders are strongly urged to conduct a site visit prior to submitting their bids to evaluate the extent of the required repairs. Coordination for the site visit should be arranged with the Contracting Officer (CO) and the Contracting Officer's Representative (COR).
Drones are prohibited and not permitted during the pre-bid site visit.
INNOVATION
Requirements indicated are not intended to limit innovative service delivery of the Contractor. The Government will consider variations from the Statement of Work, if the proposed change is within the schedule and budget limitations, meets the objectives for the project, and results in an improved outcome. The Government may approve all proposed changes in the Statement of Work.

Contractor shall provide other submittal as required by this scope of work, specifications, and submittal register.
8. Government review of Submittals and RFIs
a) VA review period for all contractor submittals is fifteen (15) federal working days.
b) VA review period for all RFIs is ten (10) federal working days.
9. Punch List / Final Inspections A punch list inspection is a critical step in the project closeout process. It involves a detailed inspection of the completed work to identify any items that do not meet the contract specifications, standards, or quality requirements. The punch list is essentially a document that lists all the tasks, repairs, or adjustments that need to be completed before the project can be considered fully finished and accepted by the owner.
The contractor shall be responsible for performing the following tasks, including but not limited to:
1. Preparation of the Punch List:
o As the construction project nears completion, the contractor shall conduct a thorough inspection of the work performed. This inspection should identify any items that are incomplete, defective, or not in compliance with the contract documents.
o The contractor shall document these items in a punch list, which is a detailed list of all the deficiencies that need to be addressed before the project can be considered complete.
2. Submission to the CO and COR:
o The contractor should submit the punch list to the contracting officer or the designated representative, such as the contracting officer representative. This submission should be done in a timely manner or at the discretion of the CO to allow for review and coordination of the necessary corrective actions.
3. Review and Verification:
o The CO or COR will review the punch list and may conduct their own inspection to verify the items listed. They may also identify additional deficiencies that need to be addressed.
o The CO or COR will then provide the contractor with an official punch list that includes all the items that need to be corrected.
4. Correction of Deficiencies:
o The contractor is responsible for correcting all the deficiencies listed on the punch list. This includes completing any unfinished work, repairing defective work, and ensuring that all work complies with the contract documents.
o The contractor should coordinate with the CO and COR to schedule inspections of the corrected items.
5. Final Inspection:
o Once the contractor believes that all punch list items have been addressed, they should request a final inspection from the CO and COR.
o The CO or the COR will conduct a final inspection to verify that all punch list items have been satisfactorily completed.
6. Final Acceptance:
o If the final inspection confirms that all punch list items have been addressed and the work meets the contract requirements, the CO will issue a notice of final acceptance.
o The contractor can then proceed with the final steps of contract closeout, including submission of final documentation and request for final payment.
It is important to note that the punch list process is governed by the terms and conditions of the contract, including any specific clauses related to inspections and acceptance. For example, FAR 52.246-12, "Inspection of Construction," outlines the government's rights to inspect and test the work to ensure compliance with contract requirements.
By following this process, the contractor can ensure that all work is completed to the satisfaction of the government and that the project can be successfully closed out.
PERIOD OF PERFORMANCE
The Government expects to award a task order and issue a notice to proceed upon task order award. The project requires the tasks to be completed within 210 calendar days after issuance of Notice to Proceed (NTP).
The Government requires a minimum of fourteen (14) federal working days to review the contractor’s submittal(s) inclusive of all requirements (tasks) specified in this scope of work.
