STATEMENT OF WORK
For
Commander Naval Air Systems Command Fleet Readiness Center Aviation Support
Equipment (FRCASE) Maintenance, Repair, Overhaul (MRO) & Logistic Support
May 27, 2022
MAINTENANCE, REPAIR, OVERHAUL (MRO) & LOGISTICS
1.0 SCOPE
1.1 Fleet Readiness Center Aviation Support Equipment (FRCASE) is a Naval Air Systems by Command (NAVAIR) whose mission is to provide agile, relevant, quality Aviation Support Equipment (ASE) maintenance, repair, and overhaul (MRO) services to meet Naval Aviation Enterprise entitlements and the Navy’s Fleet Response Plan requirements with improved efficiency and reduced cost. FRCASE provides seamless integrated SE MRO services with a goal of reducing repair cycle time while improving the availability of Ready for Use SE in the fleet and its supporting infrastructure. The headquarters element of FRCASE is located aboard the Naval Air Station (NAS) Patuxent River, Naval Recreation Center (NRC) Solomon’s Annex, Solomon’s, and MD. FRCASE Solomon’s provides centralized management for eleven (11) FRCASE locations.
1.2 FRCASE Solomon’s is responsible for the following:
1.2.1 Supports the development and execution of the Navy’s Equipment Maintenance budget, which funds the rework of fleet aviation SE and that for the New Ships Construction Outfitting, Refueling Complex Overhaul and Maritime Prepositioning Forces Programs.
1.2.2 Provides centralized management of SE Rework planning and scheduling.
1.2.3 Provides a centralized source for quality assurance management, kitting, and maintenance support.
1.2.4 Develops a series of Standard Operating Procedures (SOPs) that outline Government processes for planning, scheduling, maintenance execution management, and material management for all FRCASE managed sites
1.2.5 Supports SE to accommodate deployed United States Navy and United States Marine Corps fleet forces.
1.2.6 Manages and executes workload within the scope of the MRO contract but not qualified for SE Rework program funding under the SE Rework Instruction 13680.1 series, is considered to be “Other Customer Support” (OCS), and funded by the requesting activities or agencies;
This includes but not limited to, Naval Supply Systems Command Weapon System Support (NAVSUP), Foreign Military Sales (FMS) and Program Manager AIR (PMA) support.
1.3 The different categories of support equipment are identified in NAVAIR Instruction13650.1 (series), Naval Air Systems Command Aircraft Maintenance Material Readiness List Program. That instruction defines SE as the equipment required to make an aircraft system, support system, subsystem, or end item of equipment operational in its intended environment. This includes all equipment required to install, launch, arrest (except Navy shipboard and shore based launching and arresting equipment), guide, control, direct, inspect, test (including automated test equipment hardware and software), adjust, calibrate, appraise, gauge, measure, assemble, disassemble, handle, transport, safeguard, store, actuate, service, repair, overhaul, maintain, or operate the system, subsystem, end item, or component. SE is categorized as Peculiar Support Equipment (PSE) and Common Support
Equipment (CSE). PSE refers to specialized equipment for a specific aircraft while CSE refers to equipment that can be used on any aircraft.

3.10.1 Jobs That Requires Clearance
All jobs requiring access to national security information requires clearance. This includes individuals working in federal and military jobs, from executives to custodial staff, including librarians, IT system administrators, and more. Clearance levels must be at or higher than the level of information to be handled, and will vary according to individuals position, responsibilities, and the systems needed to perform their jobs. Contractors personnel working with the government and need access to sensitive data due to their specific workload in avionics and electronic programs will require security clearance. The background investigations on these personnel shall be initiated by the Contractor's Facility Security Officer (FSO) through Defense Information Security System (DISS).
3.10.2 Different Security Levels
The US government has three clearance levels for its classified information systems;
Confidential, Secret and Top secret.
3.10.2.1Confidential Level
Confidential information is data that has the potential to jeopardize the nation’s national security if imparted to the wrong people. While confidential information is not as critical or serious as secret and top secret data, caution is still taken because it could damage national security.
3.10.2.2Secret Level
The secret security level is applied to information that might reasonably cause serious damage to national security when disclosed to unauthorized persons. Serious damage is that which might cause inconvenience, distress, or anxiety to the nation. Acquiring secret security clearance requires a certain level of trust because the information, though not as vital as top-secret clearance data, can jeopardize national security. The contrast between secret and top-secret information is the vitality of the data.
3.10.2.3Top Secret Level
The top secret classification level is used to conceal materials that could jeopardize national security and cause grave damage if divulged to the wrong people. Violent warfare against the United States or its allies, disturbance of critical international relations impacting national security, or disclosure of critical defense plans are examples of such information.
3.10.3 CITIZENSHIP REQUIREMENT
