1. BACKGROUND.

Niagara Falls ARS, NY has a requirement for aircraft wash and lubrication services for its fleet of eight KC-135R aircraft. These services are required in order to provide aircraft corrosion prevention measures through washing and lubricating the aircraft at regular intervals in accordance with applicable Air Force Instructions (AFI) and Technical Orders (T.O.). Providing these services will allow maintenance personnel to be reallocated to better meet generation and unscheduled maintenance requirements, directly contributing to the increased availability of Fully Mission Capable (FMC) aircraft.

2. DEFINITIONS.

2.1. Clean: To determine if surfaces are clean, a close visual inspection will be performed to ascertain that all residues, oily film, and streaking have been removed. This will be in accordance with Air Force Technical Orders 1-1-691 and 1C-135-6WC-3. All references to the condition of “clean” pertain to the following description: A wet or dry paper towel wiped firmly across aircraft surface; if soiling of the towel occurs the surface is not “clean”. This description shall be reached on all wash/clean services. Any streaking, grease, or oils must be removed.

2.2. Defective Service: A service output that does not meet the standard of performance associated with it as listed in the Aircraft After-Wash Inspection Checklist, AFRC Form 164.

2.3. Wash Inspection Plan: An organized, written document used for Quality Assurance surveillance. The document contains specific requirements for acceptance of washes performed by contractor. Reference: Aircraft After Wash Inspection Checklist, AFRC Form 164.

3. SPECIFICATIONS

3.1. Technical orders and military specifications are available for review in the 914th Quality Assurance Library at Niagara Falls ARS, building 850, Phone # (716) 236-2260 or (716) 236-2267.
