I. Contracting Activity.
The contracting activity for this effort is 21st Contracting Squadron, Peterson AFB, Colorado. The Contracting Officer is 21CONS PKB Team Lead John P. McLaughlin.
II. Nature and/or description of the action being processed.
Software Maintenance Renewal for Twelve (12) Months:
The United States Space Force (USSF) Delta7 72ISRS has a requirement for Arc Storm Network, Single Satellite Geolocation (SSG) maintenance renewal. Arc Storm is a fully integrated, commercial off-the-shelf, ground-based satellite signal characterization and geolocation system to detect, characterize and geolocate interference to commercial satellite communications. The current network consists of up to five (5) remotely-operated site systems and a network operations center (NOC) to control and operate those remote systems. Each of the remote site systems has the capability via remote operation of both satellite spectrum monitoring and satellite signal geolocation. The requirements requested are for continued software development and maintenance renewal for one of the remote locations unique SSG capability including automated software feature updates and includes software updates via phone, email or remote access.
On-site and Remote Technical Support Training including travel:
The USSF, Delta 7 72ISRS has an additional requirement for the continued, discretionary, contractor support hours for the conduct of operator training, database stewardship, system enhancements, and troubleshooting. This includes travel from Mountain View, CA to Colorado Springs, CO and from Mountain View, CA to Dayton, OH.
III. Description of supplies/services required to meet agency needs.
Software Maintenance Renewal for Twelve (12) Months:
Continued development support and enhancements to increase the accuracy, timeliness and operator interface for the proprietary, SSG package installed on the Arc Storm Network. Support includes the delivery of periodic Software updates, operator to vendor interface for system improvements and enhancements. Updates will be delivered via DVD/CD or via the DoD SAFE website.
The SSG Software Maintenance Renewal will consist of:
- Providing software maintenance for one (1) Model 8000 with SSG
- Software updates and bug fixes
- Software update support via phone, email, or remote access
- Twelve (12) month maintenance coverage
- Maintenance Renewal will occur upon contract award -Software updates will be provided by iDirect Gov/Glowlink, 13921 Park Center Drive Suite 600, Herndon, Va 20171.
-Software updates will be sent to Delta 7, 73 ISRS, 4180 Watson Way, Suite N207, WPAFB, Ohio 45433-5648
On-site and Remote Technical Support Training including travel:
Services include 280 hours of direct support from the Glowlink to USSF, Delta7 as described above in Section II. Support and travel to be conducted from the time of contract award until hours are expended.

IV. Statutory authority permitting other than full and open competition.
This sole source justification is an accordance with 41 U.S.C. 1901 and FAR Subpart 13.5 for actions over the simplified acquisition threshold.
V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
Software Maintenance Renewal for Twelve (12) Months:
The SSG software package is a proprietary component of the Arc Storm Network. No Other Than Requested (OTR) vendors would be able to work on this software suite.
On-site and Remote Technical Support Training including travel:
The contractor is the developer of the Arc Storm Network. As such they have access to all proprietary software code and the expertise to modify the code as required to address system enhancements or bug fixes. In addition, as the developer they have the depth of knowledge required to create training materials and provide the in depth training new operators require. Glowlink does not use secondary sellers or trainers for its products.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
Based on Section V above, no OTR vendors will be able to provide the required support.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
IAW FAR 13.106-3(a)(2) - If only one response is received, the CO shall include a statement of price reasonableness in the contract file. The CO may base the statement on - (ii) Comparison of the proposed price with prices found reasonable on previous purchases; (iii) Current price lists; and/or (vi) Comparison to an independent Government Cost Estimate (IGCE).
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
Software Maintenance Renewal for Twelve (12) Months and On-site and Remote Technical Support Training including travel:
Due to the proprietary nature of the Intellectual Property contained in the SSG software suite, no market research was conducted by Delta 7 other than obtaining an attestation from Glowlink Communications Technology Inc. that no other vendors can work on this product or provide software to support their products. In addition, they are the only contractor who can provide the requested on-site and remote training needed to educate new personnel on their systems.
On 22 August 2020, the Contract Specialist (CS) called Glowlink and spoke with Account Manager .
stated that Glowlink is the only reseller of the SSG Maintenance Renewal Software due to proprietary information and components of the software. then explained that they are the only company that can provide the requested training on their systems due to proprietary information and that they do not allow others to provide training for their systems. In addition, the CS completed an extensive online search for other resellers of this software and training to only find Glowlink who could provide their products.

On 27 August 2020, for Glowlink, emailed two sole source provider memorandums to 21CONS; one (1) for the software maintenance renewal and one (1) for the on-site / remote training. The memos state that they are the only providers of their equipment / training services and no resellers are authorized to sell their products
Based on the above market research, it is determined that only one responsible source, Glowlink, can meet the Government's requirements.
IX. Any other facts supporting the use of Other Than Full and Open Competition.
This contract is a follow on to others issued by USAF/AFMC/AFLCMC, AF Life Cycle Management Center, 2275 D Street, Bldg 16, Rm 128, WPAFB, OH 45433-7228 supporting the continued development of this program. Only the requested software and training will work on the Arc Storm Network currently in place and can only be provided by Glowlink.
X. List of any sources that expressed, in writing, an interest in the acquisition.
N/A.
XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
The current configuration of the Arc Storm Network using SSG proprietary data is constantly being reviewed to make sure it meets Delta 7's needs. Additional hardware and software technologies along with training services are continually being evaluated for future use on an annual basis. As this is a standalone system and customized training utilizing proprietary software, there are no logical or viable alternatives at this time.
