About this file

This document is a Justification for Other Than Full and Open Competition (below Simplified Acquisition Threshold) for Oracle Hyperion Licenses, issued by the U.S. Department of Health and Human Services Indian Health Service (IHS), Division of Acquisition Policy. The procurement is for Oracle Hyperion, a centralized planning, budgeting, and forecasting software solution currently used by IHS to support Spend Plan and Operating Plan processes. The justification notes that Oracle Hyperion licenses can only be purchased from an Oracle licensed vendor, and the software is a proprietary application wholly owned by Oracle.

The solicitation (75H70426Q00007) will be procured under FAR Part 12 and competed as an Indian Small Business Economic Enterprise (ISBEE) set-aside. Market research conducted under the Buy Indian Act revealed at least two or more ISBEE vendors available to provide the brand name products. The Contracting Officer, Natasha Bitsoi, certified the justification on 12/11/2025, highlighting that changing the current software environment would result in additional customization and training costs.
