conjunction with the USDA’s DigiTop subscription to the SCOPUS database. SciVal provides access to the research performance of over 22,000 research institutions from more than 230 nations worldwide. This will allow users to analyze research trends to discover top performers and rising stars, identify potential collaborators, and compare performance across institutions. SciVal enables users to visualize USDA’s research performance, benchmark it relative to peers, and identify and analyze emerging research trends. SciVal also provides the data-driven insights needed to plan, progress, evaluate research, and optimize funding strategies, and will allow users to better understand expertise and impact at the researcher level, across departments, or organization wide.
6. A description of efforts made to ensure offers are solicited from as many potential sources as is practicable.
SciVal is proprietary and Elsevier, Inc. is the only source. A sources sought notice was not posted to Contract Opportunities per MASCO waiver of the REE requirement to post a sources sought notice for sole source actions through 9/30/2023.
7. A determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
A fair and reasonable price will be determined based on published catalog prices, previous purchases of similar items, and negotiation of the awarded price.
8. A description of the market research conducted and the results or a statement of the reason Market Research was not conducted.
Market research was conducted by searching FAR 8.002 Priorities for Use of Mandatory Government Sources, surveying the market for additional sources, consulting the Library Journal annual Periodicals Price Survey online, and reviewing the procurement history of other comparable products. SciVal is proprietary and the copyright material is owned by or licensed by Elsevier, Inc.
Market research was conducted which did not yield any other products that can meet the Government’s requirements.
9. Any other facts supporting the use of other than full and open competition.
The Program office has provided information that there is only one source available for the SciVal service. The vendor confirms that they do not allow other vendors to sell Elsevier SciVal access.
10. A listing of the sources, if any, that expressed a written interest in the acquisition.
None
11. A statement of actions, if any, the agency may take to remove or overcome any barriers to competition if subsequent acquisitions are anticipated.
