LK COORDINATE MEASURING MACHINES
PREVENTIVE MAINTENANCE, SOFTWARE MAINTENANCE,
CALIBRATION, AND EMERGENCY REPAIR.
1. Scope of Work: The specification establishes the requirements for on-site annual preventive maintenance, software maintenance, software support, annual calibration, and emergency repairs for three (3) each Government owned Coordinate Measuring Machines (CMM) located in buildings 145, 474 and 475 at Anniston Army Depot(ANAD), Anniston, Alabama. The on-site support coverage shall be for a one-year base period beginning at contract award. The support shall be renewable yearly on a one-year basis.
2. Principle Period of Maintenance (PPM): The normal period of on-site preventive maintenance and emergency repair services shall be from 7:00 AM -4:30 PM Monday through Thursday and 7:00AM- 3:30PM every other Friday. No hours on Saturday, Sunday or Government observed holidays. The contractor shall make every effort to make all repairs during the scheduled PPM visits. Any circumstances that require an extension of maintenance services beyond the scheduled PPM visit or will result in additional costs to the Government shall be approved by the Contracting Officer or Contracting Officer's Representative (COR) before the services are performed.

3. Technical/Contract Liaison: The Contracting Officer Representative (COR) will be responsible for surveying all services of the Contractor. Communications or correspondence of contract matters including invoicing shall be between the Contractor and the Contracting Officer, Anniston Army Depot, ATTN: ACC-ANAD, 7 Frankford Avenue, Bldg. 35, Anniston, AL 36201-4199.
The Contractor shall not proceed with any verbal or written change(s) to the scope of work from sources other than the Contracting Officer, who will provide changes in writing.
4. Upgrade SN: EV/62705/06: Contractor shall perform upgrade to CMM controller for machine LK Metris Evolution 20.15.15 with serial number EV/62705/06 prior to calibration. Upgrade also to include upgrading controller cabinet, all necessary power supplies, controller handbox for remote control, all other necessary wiring/cables/components for machine upgrade, all configuration of machine controls, and any necessary programming. Contractor to perform operational test as listed in line item 9 to confirm that upgrade is fully operational, and no problems exist with the CMM’s functionality post upgrade.
5. Preventative Maintenance: Contractor shall perform all preventive maintenance procedures on an annual basis in accordance with original equipment manufacturer (OEM) manufacture’s per each models’ specifications to include replacement and installation of filter kit.
• Inspect, clean and adjust all machine covers.
• Inspect and clean all bearing ways.
• Inspect all air bearings and check for proper pre-load adjustment.
• Inspect and clean all reading head/encoder scales.
• Inspect and adjust all reading head/encoder signals to OEM spec.
• Inspect all fan filters.
• Verify correct air supply pressure.
• Confirm and adjust the machine level.
• Confirm and adjust the servo electronics if necessary
• Confirm and adjust all servo drive mechanisms if necessary.
• Confirm and adjust the joystick(s) if necessary.
• Confirm the Z-axis fail-safe for proper operation.
• Confirm for proper counter-balance operation.
• Verify and adjust the Touch Probe Gauge Force to within OEM spec.
• Inspect, clean, adjust, confirm any component(s) or area of CMM machine(s) that is deemed necessary by OEM, or contractor personnel in order to reliably perform the machine’s measurement function.
• Make specific recommendations in writing as to any part that needs replacing or any action needed to increase the machine productivity or maintain its accuracy.
6. Software Maintenance: Contractor shall provide latest version of software updates/upgrades during annual Preventative Maintenance/Calibration service, software technical support online, telephone, and/or email notification of all new software releases and service packs.
7. Calibration: Contractor shall perform all calibration procedures in accordance with
OEM specification and/or to ISO 10360 standards using relevant accuracy standards traceable to NIST. If there is a conflict between OEM specification and ISO 10360 OEM specifications shall prevail. Calibration procedure includes XY, XZ and YZ squareness; X, Y, and Z linear accuracy; volumetric accuracy and measurement repeatability post data collection. All necessary adjustments will be made, where possible, to maintain manufacturer's specifications. Upon successful completion of calibration issue calibration sticker and certificate of calibration to contract COR.
8. Test, Setup and conditions: Contractor is responsible for suppling all required materials to include tooling, test instruments and equipment. Instruments and equipment used to perform calibrations shall be traceable to the National Institute of
Standards and Technology (NIST) certification of calibration shall be provided to contract COR.
9. Operational Test: Upon completion of preventive maintenance and calibration the contractor shall demonstrate proper operation of all controls, functions and features.
Tests must be witnessed by the contract COR. The proper operation of all controls and features shall be verified by the COR during this test period.
10. Repairs: If during the preventive maintenance/calibration service a necessary, repair is discovered that may exceed the limits of this contract the contractor shall stop all work immediately and contact the COR. Any repair and the parts identified for repair will be approved through the Contracting Officer or COR.
11. Emergency Repair Services and Parts: The contractor shall perform on-site emergency repairs for the CMMs on a high priority basis. Contractor personnel will be in contact by phone or email within 24 hours of notification and every effort will be made to provide onsite emergency service at Anniston Army Depot, Alabama within seventy-two (72) hours after notification that services are needed. All associated costs including travel, labor, mileage, repair parts, etc., shall be invoiced to the Government and shall be consistent with the contractor’s rate quote. Only new OEM repair parts shall be used to repair CMMs. All replacement parts and/or components shall remain the property of the Government. Emergency repairs shall be initiated as required and shall be subject to a “NOT TO EXCEED” cost amount determined by the Government on an annual basis. Emergency repairs and parts will be subject to the approval of the Contracting Officer or COR.
12. Test, Setup and Conditions: The price shall cover the cost of providing all things necessary (labor, materials, tools, and expertise) to provide preventive maintenance, calibration service, and (CAMIO) software maintenance. This price will include all transportation, travel time & expenses, labor, diagnostic and calibration, equipment, special tools, documents, schematics, common tools of the trade, etc. Reimbursement of travel and related expenses cost will be subject to the limitations of the Joint Travel Regulations.
13. Contractor Personnel: Contractor personnel will have hands-on experience in operating, servicing, calibrating, and maintaining the LK Metris Coordinate Measuring Machines, CAMIO software, and Renishaw heads and shall perform all services to bring this equipment to 100% production capable readiness.
14. Warranty: Contractor shall warranty all repair parts and workmanship. If a new repair has to be made within 90 days of the original repair, the rework shall be at no expense to the Government.
