About this file
This document is a template for offeror representations and certifications required for commercial products and commercial services in federal contracting.
The template requires offerors to complete annual representations and certifications electronically via the System for Award Management (SAM) at https://www.sam.gov and verify that all applicable representations and certifications have been entered or updated within the last 12 months and remain current, accurate, and complete as of the offer date. The Contracting Officer identifies which specific representations and certifications apply to the particular solicitation, including: Disclosure of Ownership or Control by a Foreign Government (252.209-7002); Buy American—Balance of Payments Program Certificate (252.225-7000); Trade Agreements Certificate (252.225-7020); Secondary Arab Boycott of Israel (252.225-7031); Buy American—Free Trade Agreements—Balance of Payments Program Certificate (252.225-7035); Representation for Demonstration Project for Contractors Employing Persons with Disabilities (252.226-7002); and Performance-Based Payments—Representation (252.232-7015). Offerors must also address the Prohibition on the Acquisition of Covered Defense Telecommunications Equipment or Services (DFARS 252.204-7017), which requires representation regarding whether covered defense telecommunications equipment or services will be provided. If such equipment or services will be provided, offerors must disclose detailed information including descriptions, proposed use, entity information, and whether entities are original equipment manufacturers or distributors. Any changes to SAM representations applicable only to the specific solicitation must be identified in a table format, with notation that such changes do not update the SAM database.
