In support of the Office of Diversity and Equal Opportunity (ODEO) programs to accommodate individuals with disabilities, the Contractor will provide real–time American Sign Language (ASL) interpreting to support meetings attended by deaf/hard of hearing NASA employees or others, guests, or viewers of NASA–sponsored gatherings, and direct support to individual deaf/hearing impaired NASA employees in the conduct of their official duties.
The Office of Diversity and Equal Opportunity (ODEO) will establish a calendar (hereinafter referred to as the “Ordering Calendar”) reflecting the times and contacts for services. The need for services will be input to the Ordering Calendar on a real–time basis by NASA personnel. The Ordering Calendar shall serve as the Government’s mechanism for ordering services.
Core Hours –
Core work period is 8 hours per day between the hours of 8:00 a.m. and 4:30 p.m., Monday through Friday, where an ASL interpreter is scheduled and is effectively on–call to provide services as needed; the core hours allow for a minimum ½ hour lunch break. With prior coordination and concurrence of the parties, on a day–to–day basis, the morning or afternoon Core Hours periods may be
(1) shortened by half–hour increments; or
(2) the need for support waived altogether.
Additional Business Hours – Hours outside of Core Hours.
Additional Business Hours are limited to standard business hours of 7:30 a.m. to 5:30 p.m., Monday through Friday. Additional Business Hours also includes additional hours to support a meeting concurrent to one already supported by the onsite Core Hours interpreter.
Non–Business Hours include hours from 5:30 p.m. to 7:30 a.m., Monday through Friday, and all-day Saturday, Sunday, and Federal holidays.
The contractor shall:
Provide interpreters that possess valid national and/or state certifications (e.g., Certificate of Interpretation, Certificate of Transliteration; or Membership and certification from Registry of Interpreters for the Deaf, Inc., (RID)) to the fullest extent possible.
Monitor the calendar, coordinate with the specified contacts, and assure support of all scheduled needs; NASA personnel inputting the calendar will avoid scheduling concurrent events or meetings outside of the Core Hours (core hours are defined above), to the extent possible, and will mitigate such conflicts directly with those NASA personnel having previously scheduled use of interpreter services.
Coordinate with scheduling parties to suggest schedule or work alternatives to avoid service conflicts.
Note: The Ordering Calendar will be established via Microsoft Outlook on the NASA network.
Ability to call upon interpreter services on a real–time basis will require the availability of an ASL interpreter to provide support during Core Hours. The interpreter would effectively be on demand during the Core Hours periods to provide services.
Additional ASL interpreters will be required for events and activities outside of the Core Hours or events and activities scheduled concurrently during Core Hours (i.e., Additional Business Hours and Non–Business Hours).
Need for services outside of the core work hours or to support concurrent activities will be provided at least 48 hours before the time the support is required. Inclusion on the Ordering Calendar shall constitute this notice. The contractor shall exert its best efforts to support service requirements requested with less than 48–hour notice.
Specific nature and level of services and support required may vary from month–to–month and over the period of the contract or order as a function of funding availability, Center activity level, program expansions or contractions, and/or changes in technology, and program emphasis
Provide continuing services for additional support to an activity that runs beyond the scheduled completion time and extends beyond the Core Hours (e.g., support of an ongoing meeting where the extended hours fall into the Additional Business Hours). In the event services are being provided by an interpreter on duty during Core Hours periods and the activity supported extends beyond the Core Hours period, it is desired that services continue uninterrupted if the interpreter is able to do so.
Provide Team Support:
o Based on demand, the Government will negotiate how many interpreters are needed each day and at what location; the contractor will ensure that there is a least one scheduled interpreter per day. On–call interpreters will be utilized during the Core Hours when the request exceeds the requirement that can be handled by the scheduled interpreters. On those occasions when the ordering calendar indicates a requirement for continuous support in excess of 1.5 hours:
The Government will structure its activities to provide for a 10 – 15-minute break approximately 60 minutes into the activity and a second 10 – 15-minute break approximately 120 minutes into the activity.
Support to activities with a scheduled duration that exceed 1.5 hours (when the ordering calendar reflects the requirement to support an activity with a scheduled duration to exceed 1.5 hours and in the opinion of the contractor the nature or duration of the support requires team interpreting (two interpreters)) the contractor shall so notify the TMR, explain why team interpreting is required, and obtain the TMR’s approval to use a team. No team interpreting shall be provided without the expressed consent of the Government. The first interpreter is considered part of the “Scheduled” support. The additional interpreter(s) is considered “On–Call” support.
Billing for the “Scheduled” interpreter shall be based on actual hours worked.
If working outside of core hours, unless in a planned travel status, a pay differential will be allowed.
Billing for “On–Call” interpreter(s) shall be a minimum of 8 hours. If working outside of core hours, a pay differential will be allowed, unless in a planned travel status.
Actual Hours Worked –, actual “On–Call” hours required for interpreting may be less than the initial negotiated planned work. If the “On–Call” interpreter has been scheduled more hours than is required, the “On–Call” interpreter can use the remaining time to perform “research,” as defined below. The “On–Call” interpreter shall be paid the entire negotiated time if the interpreter is ‘on–call’ performing interpreting services and/or research.
Non–Business hours – If hours for interpreting are less than four (4) hours and the “On–Call” interpreter chooses to forfeit additional hours;
