About this file
This document contains two technical scenarios related to a solicitation from the US Agency for International Development Bureau for Management. The scenarios outline hypothetical situations requiring proposals to mobilize private sector investment and action to support climate resilience and economic development in Bangladesh and Ghana. For the first scenario in Bangladesh, proposals are requested to establish a local partnerships network and stimulate private sector participation in nature-based solutions and related economic opportunities. Priorities include improving marginalized groups' climate and economic resilience. The second scenario in Ghana involves proposing an approach and expected outcomes for a private finance mobilization program supporting climate-smart, gender-inclusive agriculture through enhancing women-led enterprises' climate resilience and post-COVID recovery. Proposals must address processes for implementing finance partnerships, inclusive development considerations, staffing and management plans, and learning agenda contributions. Responses to each scenario are limited to three pages for a six-page total maximum.

ATTACHMENT J.8
Technical Scenarios
Provide responses to the two hypothetical scenarios below. Each response should not exceed three (3) pages, for a total maximum of six (6) pages. Responses should integrate guiding principles from Section
C and be consistent with the offeror’s overall approach in response to Section L.7.4. Scenarios should not be included in the cost proposal.
Scenario 1:
In support of the Bangladesh government’s vision to develop a climate resilient economy, USAID is considering how to stimulate private sector economic growth while aligning with USAID’s recently released Climate Strategy. Changing precipitation patterns, intense storms and flooding have made agricultural production unreliable, and fishing yields are declining due to overfishing and changing ocean temperatures. The COVID-19 pandemic has devastated a small but previously promising ecotourism sector around the national parks. As economic and food insecurity increase, rural communities are placing increasing pressure on the remaining terrestrial and mangrove forests for fuel, timber and agricultural land, even though reforestation and reducing deforestation are featured prominently in the country’s
Nationally Determined Contribution under the UNFCCC. The USAID mission has completed a $2M buy-in to GRIP to develop a local partnerships network that will stimulate private investments in nature based solutions and economic development, including through a small grants program as appropriate. The mission is especially concerned with improving the economic and climate resilience of groups and communities who are often marginalized or ignored in national economic development programs. Please describe the activity you propose and the process you will use to develop and implement it. In your response, be sure to address the following questions:
1. What process would you use to identify priorities and opportunities to establish a local partnership network and stimulate private sector actions?
2. How would you address USAID’s priorities as expressed through the New Partnerships
Initiative?
3. How would GRIP establish and monitor targets for social, economic and environmental outcomes of the proposed activity?
Scenario 2:
USAID wishes to promote women’s empowerment and address climate change through a finance mobilization program in Ghana. USAID has determined that access to finance is a critical impediment to the enterprise growth and climate adaptation of women-led and women-benefitting enterprises in the agricultural market system. Specifically, USAID aims to enhance the climate resilience of women’s livelihoods and enterprises in the agriculture sector while helping them to recover from the negative impacts of COVID-19. The Mission has made a $5 million buy-in to GRIP to support private finance mobilization for climate-smart, gender inclusive agriculture. What would you propose as an approach and what would be the expected outcomes of this effort? In your response, please make sure to also answer the following questions:
1. What is the process you will use to put in place one (or more) finance partnerships?
2. How will inclusive development Diversity, Equity, Inclusion and Accessibility considerations be addressed?
3. How will you staff and manage implementation?
4. How will you learn from this activity to inform GRIP’s learning agenda?
