About this file
This document appears to be a Country Development Cooperation Strategy (CDCS) for USAID's work in Pakistan from 2023-2028. The CDCS outlines three high-level development objectives: 1) Advancing broad-based, climate-resilient economic growth; 2) Strengthening inclusive democratic and accountable governance; and 3) Improving the health and education of the population. Key cross-cutting priorities include gender equality, resilience, private sector engagement, and support for locally-led development.
The related federal contract opportunity is a solicitation for a Blanket Purchase Agreement to provide Monitoring and Evaluation services to support USAID/Pakistan's activities. The solicitation indicates USAID/Pakistan intends to award multiple BPA contracts to furnish these recurring M&E services as defined in the Statement of Work.

CDCS Results Framework
The goal of USAID’s work in Pakistan is to help foster the country to become “A more resilient, gender-equitable, inclusive, and prosperous Pakistan” as it navigates through a difficult time. The strategy’s development objectives (DOs) include:
● Broad-Based, Climate-Resilient Economic Growth Advanced
● Inclusive Democratic and Accountable Governance Strengthened
● Healthier, More Educated Population
Pakistan faces an economic situation marked by significant macroeconomic risks, political complexities, a resurgence of security concerns, while still recovering from the adverse effects of the 2022 flooding. Gender inequality hinders development across broad sectors.
Weak social services and underdeveloped human capital impede progress, leading to a significant percentage of stunted and out-of-school children. The country’s high vulnerability to climate change further exacerbates poverty and instability.
