1. Background and Project Description
1.1 Purpose of the RCE - The purpose of this RCE is to make a threshold determination for the new
Investment Promotion and Access to Finance Activity. The purpose of this document is to establish that all proposed project/activities belong to classes of actions eligible for Categorical Exclusions as set out in Agency regulations (22 CFR 216.2(c)) and that there are no foreseeable significant direct or indirect impacts that would preclude them from receiving a Categorical Exclusion. Upon approval of this document, the Categorical Exclusions are affirmed for the project/activity. This analysis also documents the results of the project/activity level Climate Risk Management process in accordance with USAID policy (specifically, ADS 201 mandatory reference 201mal). This RCE is a critical element of USAID’s mandatory environmental review and compliance process meant to achieve environmentally sound activity design and implementation.
1.2 Project/Activity Description -The Investment Promotion and Access to Finance Activity will strengthen private sector capacity for sustainable economic growth through two components:
1) attracting investment; and 2) increasing diversified finance. The Activity will adopt a private sector led approach by creating sustainable partnerships between private sector stakeholders and the Government of Kosovo (GOK).
Kosovo / Investment Promotion and Access to Finance Activity 2 E&E Bureau RCE Template (Version 9 September 2021)
1.1 Component 1: Attracting Investment Opportunities
1.2 Foster private sector capacities to engage in dialogue between the private and public sector across different areas to attract investment.
1.3 Assist companies to attract investment through training and capacity building.
1.4 Improve the GOK’s ability to attract investment by eliminating obstacles for investors, and carry out implementation of the current legal framework through provision of technical assistance.
1.5 Increase capacities of institutions to improve the legal framework that will promote investment.
1.6 Support relevant institutions with technical assistance to promote investment.
Component 2: Diversified Finance
2.1 Assist drafting of legal framework that supports new financial instruments.
2.2 Foster private sector engagement to diversify finance.
2.3 Support relevant financial institutions to develop more diversified financial products.
2.4 Support the legal framework for equity financing.
2.5 Support equity investments for Kosovo’s small and medium sized enterprises.
2. Environmental Analysis Investment Promotion and Access to Finance Activity The purpose of this document is to establish that all proposed projects/activities belong to classes of actions eligible for Categorical Exclusions as set out in Agency regulations (22 CFR 216.2(c)) and that there are no foreseeable significant direct or indirect impacts that would preclude them from receiving a Categorical Exclusion. The technical team met with the MEO to discuss potential negative impacts that the activity may have in the environment, and it was determined that the risks are low. No environmental impact considerations are identified in this activity and the environmental risk screening has been rated low and therefore does not require the development of specific plans to address environmental risks. This RCE is a critical element of USAID’s mandatory environmental review and compliance process meant to achieve environmentally sound activity design and implementation.

No climate change considerations are identified in this activity and the climate risk screening has been rated low and therefore does not require the development of specific plans to address climate risks. The technical team met with the MEO to discuss climate change impact. If during the implementation any climate change considerations are identified, they will be taken into consideration on how the activity will affect or be affected by medium, long-term climate change impacts (changes in rainfall, temperature, length of growing https://www.whitehouse.gov/the-press-office/2014/09/23/executive-order-climate-resilient-international-development https://www.usaid.gov/ads/policy/200/201mal https://www.usaid.gov/ads/policy/200/201mal
