About this file

This is a Task Order Proposal Request (TOPR) from the Federal Highway Administration (FHWA) Office of Infrastructure Research for "Highway Infrastructure Engineering and Research Data Services (HIERD)". The procurement is for a 60-month contract with one 24-month base period and three 12-month option periods. The primary objectives include supporting LTPP Data Processing Workstation, FHWA InfoHighway data portals, and infrastructure research data web portal development.

Key evaluation factors include technical approach, capabilities in bridge/pavement engineering, infrastructure research, data quality control, and knowledge of FHWA web portals. The government will award the task order based on best value, with technical approach and past performance weighted approximately equally to cost. Estimated costs include $400,000 for other direct costs (software licenses, cloud storage) and $10,000 for travel. Proposals must be submitted electronically to Tamiko Aikens by the due date, with a 20-page technical proposal limit, and are valid for 180 calendar days. Contractors are encouraged to propose innovative solutions meeting FHWA's performance requirements.
