Replace ATCT Design Build Consultant– Professional Services in Development of Performance and Selection of Design-Builder.

The Federal Aviation Administration (FAA) has a requirement for a Design-Build (DB) Consultant Team to assist the FAA with the Technical Scope of Work and Source Selection for the for new Airport Traffic Control Tower (ATCT) at David Wayne Hooks Airport (DWH). The delivery method is Design Build (DB) utilizing Best Value. This contract supports FAA’s goal to establish multiple ATCTs.

Siting for the new ATCT has been completed. The approved siting report establishes the finish floor elevation for the cab floor for optimum visibility to aircraft movement areas. Currently, we are waiting on the approved requirements document, before we can hire a Design Builder.

The Design Build (DB) Consultant Team has the responsibility of assisting the FAA in the development of the Technical Scope of Work and establishing performance criteria that meets the current Design Build Institute of America (DBIA) best practices or the DWH ATCT project.

FAA is open to “stipulated sum”, “award fee” etc.

The Design Build Consultant Team will help in the development of the Request for Proposal, the Evaluation Criteria, and the Source Selection Process. Source Selection must follow DBIA best practices. One bid option is included to document performance of both the Design-Builder and FAA implementation of Design Build Best Practices for the DWH Project.

DB Request for Proposal (RFP)

One (1) Request for Proposal is required as final deliverables. The FAA will provide a 10% Standard Design for the DWH ATCT.

1. DWH ATCT cab floor will be below 119 FT AGL. The 10% design is available, but we are waiting on the Requirements Document. The Requirements Document is under development and is anticipated ready for distribution in January 2024. Elements specific to the site: foundations, sitework, HVAC loads, access, utilities, site layout, fire protection, etc. require site adaptation. Certain aspects of Architecture, Mechanical, Electrical, and Structure will be more mature and have less flexibility in options. ATCTs at or below 119 FT AGL will have the following characteristics:

• 440 SF Tower Cab

• Occupied Shaft

• Single Elevator and Single Exit Stair

• Space Programming is provided with the standard

• Must be site specific for Tomball, Tx (DWH)

2. The duration is estimated to be 2yrs, with the option to extend the duration as needed. It is assumed that it will take 1 year for procurement, and 1 year for design.

Award of a construction project is prohibited until the Environmental Assessment is complete. FAA anticipates the DWH ATCT will fall in the programmatic Environmental Assessment (EA). Coordination with the FAA Environmental Specialist will be required to determine timeline to complete the EA. Construction costs must be separated from design costs.

Performance Criteria

The DB Consultant Team will aid the FAA in development of the Technical Scope of Work and performance criteria and provide consultation to the FAA during the Design Builder competition. The DB Consultant Team must accommodate FAA’s schedule to attend meetings, review documents, and provide feedback in a timely manner. The DB Consultant Team is responsible for incorporating the following items below into the Design Build (DB) Request for Proposal (RFP):

1. Available space programming information (space adjacencies, size, configuration and site-specific data such as but not limited to seismic, wind loading, geotechnical, etc for DWH.

2. Consistent with the Department of Transportation (DOT) sustainability goals, the FAA requires all ATO new construction, major renovation, or repair and alteration of Agency buildings to comply with the Guiding Principles for Sustainable Federal Buildings and Associated Instructions, dated December 2020 (located at https://ksn2.faa.gov/AJW/AJW244C/references/SitePages/Home.aspx)

3. FAA Security requirements individually identified by project

4. Identifying and mitigating risks inherent in the Design Build best practices
