Guam (ZUA) Airport Traffic control Tower Cab Replacement
1. BACKGROUND:
This is a “Design Bid Build” project to replace the existing Federal Aviation Administration (FAA) owned Guam (ZUA) Air Traffic Control Tower (ATCT) Cab.
The FAA acquired the existing facility from the US Navy as a result of the 1995 Base Realignment and Closure (BRAC). The Guam ATCT Tower/Cab and adjoining Center Radar Approach Control (CERAP) facility were constructed in the 1950s and has gone through various modifications including the addition of an exterior flight of stairs from the 5th Floor to the Cab, see Figures 1 and 2.
Figure 1 CAB and Enclosed Exterior Stairs Figure 2 CERAP and CAB
The Cab structure has suffered from severe corrosion from the extreme environmental effects of the salt air that has infiltrated into the Cab window framing and structural supports. Replacement will meet current codes to the extent that the existing structure is not impacted and will address the increasing wind and seismic events.
2. LOCATION:
The project is located at the FAA Guam CERAP (ZUA),1775 Admiral Sherman Blvd., Barrigada, GU
96913-1612 USA.
3. SCOPE OF WORK:
The FAA requests the services of an architectural/engineering (A/E) firm to design the replacement for the existing ATCT Cab located on the roof of the 5th floor of the ATCT Tower, and at a minimum complete with new structural components and architectural features, to include new roofing system, windows and window sprinklers, electrical, fire-life safety equipment, and control slat-wall consoles. The design of the ATCT Cab will be based on the existing approximate square footage of 166 square feet with eight column supports. The Contractor will verify the existing conditions prior to creating the design drawings and specifications, see Section M; Attachments:
Drawings 1-14.
The existing line of sight (LOS) and floor height will be designed to the current elevation. The Cab windows will be designed to the current dimensional shapes and angle. The mullions and roof support are internal structures to the Cab and will be assumed that they too will be designed similarly. These are attached to the octagonal concrete structure wall, atop of the 5th Floor Roof, see Figure 3.
Figure 3, Octagonal Concrete Structural Pedestal Wall
The A/E firms will be required to submit an Architect-Engineer Qualification Standard Form 330-21, Attachment (15). The proposal will conform to the requirements of the Request for Proposal (RFP) and this SOW.
The A/E will have 180 - calendar days from the date of the Notice-to-Proceed (NTP) to complete the design replacement. The design will be submitted to the FAA for review at the 35%, 70%, and 100% stages. After comments from the 100% review have been incorporated, the final design will be submitted to FAA. The FAA will require fifteen (15) calendar days to review and issue comments at each of the review stages. The time required for review is considered part of the 180 - calendar day performance time; therefore, the A/E should proceed with the design during the review periods to the extent possible.
At each review phase, the FAA Project Engineer will assemble the comments and send a copy to the A/E firm via electronic mail. Within ten (10) calendar days after receiving the comments, a design review meeting will be held. Meeting location will be determined upon selection of the A/E. If the A/E wishes to change the location, written approval by the FAA CO is required, in advance. Except for the FAA, the Kickoff meeting, site visits, and conference meeting expenses will be covered by the A/E. The A/E will ensure attendance by its project manager and lead engineer for each discipline at all design reviews.
Participation by teleconference is negotiable due to distance and time-zone differences.
All work under this contract will be performed in compliance with technical input from FAA personnel, FAA Standard Orders, and applicable Codes. The A/E will furnish sufficient skilled technical, supervisory, and administrative personnel to ensure the expeditious completion of the work specified herein within the allotted time frames.
The final deliverables under this contract will be bid-ready Drawings and Construction Specifications, and construction cost estimate that are thorough and provide sufficient detail to allow construction of all aspects of the project. All drafting will be completed in accordance with FAA standards.
At the conclusion of the design phase of this project, the entire design including all engineering drawings, specifications, reports, and studies will become the property of the FAA. The FAA may elect to utilize all, or a portion, of this design at other locations as they see fit; however, the A/E will be released from any liability/responsibility for the design beyond Guam.
The ATCT Cab design will conform to the requirements set forth in Terminal Facilities Design Standard V2.2. If a conflict arises between the Design Standard and this SOW, the A/E will notify the FAA Project Engineer for a resolution.
The A/E will provide a Cost Estimate for Construction and Construction Support. If the FAA decides to utilize the A/E services to administer construction support a change order to the design contract will be negotiated via the FAA Contracting Officer.
4. DESIGN REQUIREMENTS:
