About this file
This document is a Brand Name Justification for a federal contract opportunity to provide Trellix software maintenance and support services to the U.S. Coast Guard (USCG). The USCG requires continued licensing and maintenance support for Trellix products, which are used in the USCG's current IT infrastructure and communications networks.
The justification cites the statutory authority under FAR 16.505(b)(2)(i)(B) for the brand name exception, as the Trellix software and technical support are unique and highly specialized. Only Trellix can provide the necessary software updates, patches, and technical support for their proprietary products currently used by the USCG. The contracting officer determined the anticipated cost will be fair and reasonable based on competition among authorized resellers and service providers on the First Source II contract vehicle. The USCG will continue to research alternative products that could be integrated into their infrastructure in the future.

4. Identify the exception to fair opportunity and supporting rationale.
Justification for Brand Name Exception to Fair Opportunity -
The statutory authority permitting exception to fair opportunity is FAR 16.505(b)(2)(i)(B). “Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized.” This requirement will be procuring items peculiar to one manufacturer on a brand name basis in accordance with FAR 16.505(a)
(4)(i).
Trellix software is proprietary and is currently utilized on various USCG systems for network security and standalone communications networks, which provide secure and non-secure voice, radio, satellite and data transfer interoperability with Coast Guard units, State, local and Federal partners on various
USCG systems. This software maintenance must be purchased in order to keep the software up to date, receive security patches as they are released, and maintain hardware capabilities. Furthermore, only
Trellix-brand software maintenance and support can be used because only Trellix would be capable of servicing their own proprietary software (i.e., software support, updates, and patches through subscriptions), on Trellix products and features which are currently required by the USCG to sustain continued operations supporting existing programs Coast Guard-wide. No other brand can provide these proprietary software updates, patches or technical support. Failure to maintain system support
Due to the Trellix proprietary requirements by the USCG, the contracting strategy which will provide the Government best value is competing the brand-name Trellix renewal requirement via First Source
II.
5. Determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable.
