About this file
This document provides responses to questions from applicants for the Oceans Plastics - Solid Waste Management Program federal grant opportunity issued by the US Agency for International Development Dominican Republic. The opportunity is assigned to the Cooperative Development Program federal grant program under solicitation number 72051723RFA00006.
The document answers three questions from applicants, maintaining the requirement for awardees to describe target geographic coverage and rationale for site selection, confirming that required certifications and assurances are only required for prime applicants and not subrecipients, and keeping the separate evaluation of institutional capability and experience rather than including teaming partners' qualifications within the activity management plan criteria.

USAID Responses to Questions received (Part 2)
1. QUESTION: RFA Reference: D.5, Page Number: 50, Relevant RFA Language: “The application must describe the target geographic coverage and rationale for selection of these landscapes, as well as outline expected results and impacts and the mechanisms proposed to measure and monitor progress, achievements, and sustainability for the supported municipalities”
Because the Geographic and Population Targeting section (A.4, p.11), already details a comprehensive breakdown for where activities should be implemented, could USAID please remove the requirement to “describe the target geographic coverage and rationale for selection of these landscapes” (D.5, p.50) from the Technical Application Format section?
USAID Response: No. Detailed information for each province is included in the RFA as background and reference.
2. QUESTION: Can USAID kindly confirm if “Required Certifications and Assurances” are required for subrecipients, in addition to the prime applicant?
USAID Response: No.
3. QUESTION: Merit Review Criteria 3, Activity Management Plan and Staffing Plan, includes “teaming partners technical and institutional qualification to accomplish the requirements of the Program Description”. Given that Institutional Capability and Relevant Experience is the second most important evaluation criteria and is evaluated separately, would USAID please consider revising the evaluation criteria to include the above language within Merit Review Criteria 2?
USAID Response: No.
