1. DESCRIPTION OF SERVICES:

Contractor support is required to provide xGEO Data Scientist support to 19th Space Defense Squadron (19 SDS) at Naval Support Facility Dahlgren, VA. This Task Order (TO) is for non-personal services.

2. ORGANIZATION BEING SUPPORTED:

19th Space Defense Squadron 5280 4th Street, Bldg 1700 Naval Support Facility Dahlgren, Virginia 22448

3. OVERVIEW OF SERVICES REQUIRED:

19 SDS requires advisory and assistance services (A&AS) for modeling, simulating, and analysis (MS&A) for pre-mission, in-mission, and post-mission space domain awareness in the Extra-Geosynchronous Earth Orbit (xGEO) regime. Responsibilities will include managing collections across academia, DoD, and commercial partners. This contract represents technical and support requirements to effectively plan, execute, and analyze xGEO regime surveillance missions, including but not limited to NASA Artemis I, NASA Capstone, and USSPACECOM Sprint Advance Concept-Training. A&AS will identify the following: Combined strengths and weakness of all mission sensors and sensor data processing elements available during domain awareness missions, sensor data processing elements available during mission execution, policy, authorities, and procedural recommendations, impacts to space operators of mission sensor and data processing weakness during hypothesized adversarial missions in xGEO and emergent requirements for software, planning tools, and sensor capabilities. A&AS will deliver the following: A model of sensor(s) performance and effectiveness, detailed pre-experiment plan, detailed in-experiment plan and communication coordination documentation, a full report of findings after each mission execution, including recommendations on future capabilities and tactics, techniques, and procedures.

4. NON-PERSONAL SERVICES.

4.1. The government will neither supervise Contractor employees nor control the method by which the Contractor performs the required tasks. Under no circumstances shall the government assign tasks to, or prepare work schedules for, individual Contractor employees. It shall be the responsibility of the Contractor to manage its employees and to guard against any actions that are of the nature of personal services, or give the perception of personal services. In no instance will the Contractor be responsible for any action deemed "Inherently Governmental" such as authorizing the expenditure of government funds. In all cases, government personnel will be responsible to execute these actions.

4.2. If any action(s) constitute or, are perceived to create personal services, it shall be the Contractor’s responsibility to notify the Task Order (TO) CO or Contracting Officer Representative (COR) within 24 hours of perceived action/direction.

5. SPECIFIC REQUIREMENTS:

5.1. REQUIREMENTS:

5.1.1. Operations Researcher Analysis Support.

Provide operations research and data analysis support for Space Domain Awareness operations. The Contractor shall:

5.1.1.1. Employ advanced analytics to better understand complex systems and situations and make recommendations on space sensor tasking optimization in the xGEO regime and with a focus on astronomical methods.

5.1.1.2. Research operational issues and develop a plan on implementing solutions to improve detection and characterization of satellites in all regimes, but with a focus on xGEO. Prepare reports and presentations to demonstrate recommended solutions and get final approval for implementation.

5.1.1.3. Work in a collaborative environment to research, model and implement solutions regarding the collection of data that can be injected into the decision making process.

5.1.1.4. Assess current procedures and provide recommendations to update policies and procedures to improve performance by reducing the time to make decisions.

5.1.1.5. Use analytical methods in identifying, researching and recommending methods for addressing SDA issues in the xGEO regime. Must have strong problem-solving skills to help determine the right models and software to use to resolve complex concerns.

5.1.1.6. The operations analyst will research and compare multiple avenues of workflows, assist in all department analysis, conduct internal audits and make recommendations to reduce redundancies of effort.

5.1.1.7. Apply statistical analysis, simulations, and predictive modeling to analyze current procedures to enhance prediction/characterization capabilities relating to delivered data and expedited decision making process.

5.1.1.8. Identify gaps in space sensor coverage with regards to the xGEO regime, both in location and phenomenology, and then make recommendations in how to fill the gaps using existing sources. Be prepared to advice in future requirement development.

5.1.1.9. Stay current on domestic and foreign sources of space sensor data and make recommendations on which sources would be best for integration into processes.

5.1.1.10. Able to collect information from various sources and use software programs for statistical modeling and data analysis. Forecast the results of multiple solutions before recommending the most effective (cost vs data derived vs actionable information) option.

5.1.1.11. Create monthly report on key findings and assessments, often referred to as a Monthly Status Report (MSR).

5.1.1.12. Performance Area: Analyst

Experience:

Bachelor’s degree in mathematics, astronomy, or operations research 3+ years’ experience in the field of space domain awareness, specifically the area of analysis of RSOs.

7+ years’ experience in the collection and analysis of data in order to produce actionable information Able to prioritize, and manage time efficiently Able to generate decision-level products for coordination with government officials.

Good interpersonal and presentation skills for interaction with all levels of management.

Highly Desirable:

Experience analyzing space object characteristics and providing recommendations on nature/intent of space object to include its capabilities Producing course of actions (COAs) for decision makers and executing on those decisions Background in astronomy, optics, or passive radio frequency collection.

Deliverables:

Technical assessments and reports. The contractor shall conduct analysis of data and data systems/repositories and provide recommendations for action to decision makers. These recommendations may feed into other on-going efforts from other Delta 2 parties so that one consolidated report can be made.

Performance Standards: Provide mission planning for pre-mission, in-mission, and post-mission to support Space Domain Awareness mission in the xGEO regime.

Contractor is required to model, simulate, and analyze new launches into xGEO and on-orbit xGEO objects. Contractor is required to model xGEO trajectories and recommend optimal sensor coverage with existing capabilities and make recommendations for future capabilities. Independently and in collaboration with 19 SDS and other DoD assets, the contractor will provide recommendations and course of actions to decision makers based on their analysis. All reports/presentations will flow up through 19 SDS chain of command to ensure all applicable parties are kept informed and provide input as necessary.

5.1.2. Analytical Tool Deployment.

Research and recommend analytical tools supporting SDA modeling and simulation, space domain visual representation, and analysis programs that interface with 19 SDS software and mission systems.

Technical assessments and reports. The contractor shall conduct analysis of data and data systems/repositories and provide recommendations for action to decision

Performance Standards: In collaboration with 19 SDS, the Contractor will provide recommendations on modeling and simulation, visualization tools, and analysis programs for usage in 19 SDS focusing on its xGEO domain awareness mission.

They will also advise on the training of these tools and assist in the integration of these tools into decision making process.

5.1.3. Experiment/Exercise Support.

Support space domain awareness enterprise experiments, tests and exercises through analysis, and make recommendations for improvement to include updated processes and TTP development.

Performance Standards: Technical report/presentation formats directed by USG at project initiation.

5.1.4. Training/Evaluation/Exercise Support. The Contractor shall maintain currency on applicable systems in accordance with performance standards IAW 19 SDS requirements by maintaining personnel training records and be prepared to present them to the government upon request.

6. GENERAL REQUIREMENTS:

6.1. TRANSITION PHASE IN: The Contractor shall complete the following actions prior to contract start for access, account setup, equipment transfer, and knowledge transfer:

6.1.1. The Contractor shall cooperate with the Contracting Officer Representative (COR) to ensure a smooth and orderly transition. Identify any conflicts to the Contracting Officer (CO).

6.1.2. The Contractor’s Security Manager shall coordinate with 19 SDS Security Manager, Building 1700, Suite 116, Naval Support Facility Dahlgren, VA for access needed to facilities to include common access card and security badges.

6.1.3. The Contractor shall obtain the required Non-secure Internet Protocol Router Network (NIPRNet)/Secure Internet Protocol Router Network (SIPRNet)/Joint Worldwide Intelligence Communications System (JWICS) access. Submit requests for access to 18 SDS, Det 1 Mission Support Flight.

6.1.4. The Contractor shall obtain the required mission system access. Submit requests to 19 SDS Mission Support Flight to obtain access.

6.1.5. The contractor has 2 months from contract award to fill the data analyst position. If after 2 months the position cannot be filled the requirement will be terminated.

6.2. DAY-TO-DAY: The contractor shall be on duty during normal duty hours and exceptions may be made for travel for official business or if on an alternate duty schedule as requested or agreed upon by the government.

6.2.1. If the contractor is not available for duty, a get well plan must be devised and presented to the government within 2 days of the first day of contractor non-availability.

6.3. TRANSITION PHASE OUT: The Contractor shall complete the following actions to ensure a smooth and orderly transition of government equipment and services prior to contract completion.

6.3.1. The Contractor shall ensure personnel turn in their DoD Common Access Card (CAC) identification badge (ID badge) to the trusted agent or COR on the last day of the contract, or sooner if not needed.

6.3.2. Contractor personnel who have a Restricted Area Badge for access to Bldg 1700 shall contact the 19 SDS Security Manager for badge turn in.

6.3.3. Contractor personnel will be debriefed/readout from applicable programs and sensitive compartmentalized information before being released from this contract.

8.2. GOVERNMENT FURNISHED INFORMATION. Government personnel shall be available for technical exchanges with the Contractor. Government personnel shall provide technical input, answer questions, review and accept completed work, and provide feedback regarding Contractor efforts.

8.3.1. Facilities and Supplies.

Contractor personnel working in a government facility will be provided working space, communications equipment, and network access consistent with TO requirements.

9. PRODUCT OWNERSHIP.

All products produced by the Contractor in the performance of this PWS are the property of the government. Any products delivered in the format of a PDF file may be locked but the ability to unlock these documents must be shared with the government.

10. PROPRIETARY DATA

10.1. The Contractor shall request government approval prior to the use of any proprietary data or software tools to fulfill the requirements of this TO.

10.2. The government will provide the Contractor access to information required to accomplish assigned tasks commensurate with security clearance and on a need to know basis.

10.3. The Contractor shall not retain classified or unclassified material generated or received under this TO after the TO ends without approval of the appropriate office of primary responsibility.

10.4. The government has unlimited rights to all deliverables developed under this PWS. The Contractor shall not use any materials pertaining to this TO for business development or any other vendor strategic purposes. However, the Contractor is authorized to include summary performance information in proposals to be submitted to the government to satisfy past performance information requirements.

11. GENERAL INFORMATION.

The government observes the following days as holidays:

If these Federal Holidays fall on Saturday, the preceding Friday will be observed. If these Federal Holidays fall on Sunday, the following Monday will be observed. In addition to the days designated as holidays, the government may also observe any day designated by Federal Statute; Executive Order; or President’s Proclamation notwithstanding holidays and government closures, the Contractor shall perform in accordance with the terms under the contract.

12. SECURITY REQUIREMENTS.

All contractors must possess a minimum of a SECRET clearance at the time of being hired and be Top Secret (TS)/Sensitive Compartmentalized Information (SCI) eligible within 12 months of being hired. Access to classified material up to the TS/SCI level is required in accordance with the Contract Security Classification Specification, DD Form 254. The Contractor will be given access to applicable documentation to include requirements, plans, specifications, studies, and analyses up to and including TS/SCI classification. All Contractor personnel proposed to work on this TO must be U.S. citizens. All personnel will ensure the protection of classified information and controlled unclassified information

(CUI).

12.1. The Government will provide the appropriate security access to the Contractor for the supported programs, as required.

12.2. The Contractor shall safeguard Personally Identifiable Information (PII) IAW the policies and procedures in AFI 33-332, Communications and Information, Air Force Privacy and Civil Liberties Program.

12.3. The Government provides guidance to Prime Contractors for contracts requiring access to classified material by incorporating DD Form 254, DoD Contract Security Classification Specification, into the contract. The DD Form 254 tells the Contractor what needs to be protected and to what degree. The DD Form 254, with its attachments and incorporated references, is the only authorized means for providing security classification guidance.

12.4. Visitor Group Security Agreement (VGSA) is entered into by the Contractor and the installation commander and prescribes the specific actions to be taken by the Contractor's personnel and the Department of Defense to properly protect classified defense information involved in Contractor performance for contracts being performed on Naval Support Facility Dahlgren, VA.

12.5. The Contractor shall adhere to Operations Security (OPSEC) guidance:

12.5.1. Be familiar with the organization’s Critical Information and Indicator List (CIIL) and OPSEC Plan. Protect critical and sensitive information from disclosure. The Government will provide the CIIL, OPSEC Plan, and AFI 10-701, OPSEC, to include conducting initial OPSEC training by the OPSEC PM/Signature Manager within 90 days of contract award.

12.5.2. Complete annual and event-driven/mission specific OPSEC training provided by the respective OPSEC PM/Signature Manager IAW AFI 10-701, Chapter 4.

12.5.3. When necessary, assist the OPSEC PM/Signature Manager in conducting OPSEC internal assessments to ensure sufficient protection measures are in place to protect critical and sensitive information.

13. WORK LOCATION AND ACCESS TO GOVERNMENT PROPERTY AND

FACILITIES.

The primary work location for performance of this PWS will be Naval Support Facility Dahlgren, VA, Building 1700. The Contractor shall be allowed unescorted access to

Building 1700 (Dahlgren). Access to government facilities, documents and systems shall be in accordance with the TO award DD Form 254 and VGSA.

13.1. All Contractor personnel shall identify themselves as such when conversing with Government or other Contractor personnel during business meetings, over the telephone, in video teleconferences or via electronic mail to avoid any perception that they may be government employees and to avoid situations arising where sensitive topics might be better discussed solely between government employees.

13.2. Electronic mail signature blocks shall identify Contractor/Company affiliation.

Documents or reports produced by Contractors shall be suitably marked as Contractor products or Contractor participation appropriately disclosed.

13.3. All Contractor personnel shall be required to visibly distinguish themselves from Government employees (e.g. corporate identification badges, lanyards, etc.) identifying their name and Company/Contractor affiliation at all times while performing services for this TO. These items shall be conspicuously displayed at all times to allow for easy identification as a contractor employee or authorized subcontractor working for the Contractor.

13.4. Contractor personnel occupying collocated space in a government facility such as offices, separate rooms or cubicles shall identify their workspace area with their name and Company/Contractor affiliation with Contractor-supplied signs, name plates or other identification, showing that these are work areas for Contractor or subcontractor personnel.

14. TRAINING.

The Contractor shall obtain approval from the Government prior to attending training classes. Provided there is no cost to the Government, the Contractor may be eligible to attend Government-sponsored and Government-provided training to maintain proficiency in software, administrative procedures, security or other areas. Additionally, provided there is no cost to the Government, the Contractor may be eligible to attend contractor-provided and/or third party off-site seminars and classes.

15. TRAINING REQUIREMENTS.

IAW Department of Defense Instruction (DoDI) 2000.16, DoD Antiterrorism (AT) Standards, paragraph E3.18.6, a Contractor with employees performing work on a DoD installation will meet DoD AT Level I training requirements. The Contractor shall submit certificates of completion to the CO and to the COR, within thirty (30) calendar days after TO start date. All new employees who begin performance under this TO during the TO period of performance must submit certificates of completion within thirty (30) calendar days of performance start date. 15.1. DoD Information Assurance Awareness (IAA) Cyber Awareness. IAW DoD 8570.01-M, Information Assurance (IA) Workforce Improvement Program, Contractors with access to DoD Information Technology systems are required to receive and complete IA orientation awareness training before being granted access to these system(s) and annual IAA to retain access. All personnel must complete the DoD IAA Cyber Awareness Challenge training in myLearning (https://lms-jets.cce.af.mil/moodle/).

16. GOVERNMENT OFFICE PRODUCTIVITY SOFTWARE.

The Contractor shall be able to create, open, review, modify and save files created in the programs included in the United States Air Force (USAF) Standard Desktop Configuration (e.g., Microsoft Office, Adobe Acrobat products).

17. TRAVEL.

As an integral part of performing some of the requirements of the PWS the Contractor shall perform temporary duty (TDY) non-local travel (over 50 mile radius) to both domestic and foreign locations. Any required travel will be performed IAW Federal Acquisition Regulation (FAR) 31.205-46. Travel is accomplished on a Cost Reimbursable basis and the Contractor shall fund all local travel. The Contractor shall prepare and submit all travel requests to the COR for approval at least one week prior to the date the required travel is to begin. Emergency (short notice) travel requests shall be submitted to the COR for walk-through processing. Contractors shall allow Government employees to ride in Contractor vehicles, rented or charged, under this TO. The Contractor shall prepare and submit to the Government all required security access requests for the TDY locations. The Contractor shall prepare and submit the Trip Report (See Appendix C) NLT 5 business days after return from the official TDY.

18. PASSPORTS, VISAS, CUSTOMS AND TRAVEL.

All Contractor employees are subject to customs, processing procedures, Status of Forces Agreement (SOFA), and other agreements, and duties of the country to which they are traveling and procedures, laws, and duties of the United States upon re-entry.

19. MANAGEMENT.

The Contractor shall appoint a Task Lead who shall coordinate with the COR to obtain and clarify TO requirements and who will be responsible for the daily control and supervision of Contractor’s employee(s). The Task Lead shall ensure the Contractor’s employee(s) understand the prohibitions imposed on the U.S. Government regarding personal services contracts and shall report instances where the Government attempts to control or supervise Contractors’ employee(s) to the Contracting Officer immediately. The Contractor shall ensure its personnel do not perform Inherently Governmental activities.

The Contractor shall ensure its personnel do not attempt to represent the Government of the United States to any other person or entity, U.S., or foreign, except for delivering a Government-approved message or position.

20. HOURS OF WORK.

On-site Contractor support shall be available during weekdays (Monday-Friday) between 0730-1630 Eastern Time. Support outside of normal duty hours may be required for contingency and emergency situations; off-nominal support and Crisis Access Team (CAT) availability will be coordinated with 19 SDS Operations Officer (19 SDS/DO). Any other work shall be coordinated with the contracting office.

21. BASE CLOSURE/GOVERNMENT MORALE & RECREATIONAL ACTIVITIES.

Situations may arise where government facilities may not be available for performance of requirements (e.g., base closure due to weather, force protection conditions). There may also be occasions when support Contractors are invited to participate in morale and recreational activities (e.g., holiday parties, golf outings, sports day and other various social events). Under these circumstances, Contractor employees shall comply with individual company policy in accordance with company compensation system. Because the government does not have an employer/employee relationship with Contractor employees, it is not authorized to grant administrative leave or expend government resources to compensate Contractor employees for hours expended on activities not included in the PWS.

22. SERVICES DURING CRISIS.

The performance of these services shall be considered to be mission essential during times of crisis. Should a crisis be declared, the contracting office or their representative will verbally advise the Contractor if service is required or if temporary suspension of these activities is necessary, followed by a written notification. A representative of the contracting office will further notify the Contractor verbally when the crisis has ended with written notification to follow. Any price changes resulting from this crisis will be negotiated as needed.

23. SERVICE CONTRACT REPORTING.

Register for a System for Award Management (SAM) account. Also report contractor direct labor hours (including subcontractor labor hours) expended on the services performed during the previous Government Fiscal Year (FY), which runs 1 October through 30 September.
