Outline

Goal: To co-create and co-design an activity to improve ways through which regional entities that have been developed by USAID - and their constituent members- assess, plan, and build alliances.

Approach: Plenary discussions, small group breakout sessions, and group activities, to foster:

Information sharing Engagement among participants to understand areas of mutual interest, capacities, and synergies Preliminary framing of activity concepts. Links to all the resources will be provided in the chatroom.

Expected outcomes:

Better understanding of the needs of regional platforms.

More focused assistance to support RCI Greater awareness of local organizations and their capacity to support RCI.

Workshop Overview

USAID intends to partner with an organization(s) to improve the ways through which regional entities that have been developed by USAID - and their constituent members - assess, plan, and build alliances.

The current LPPA will support operations in three regions: Northern Uganda, South Western and Karamoja regions.

This program will support local universities partnerships.

The program will assist districts in each region to come together and collectively identify problems, set priorities, and influence the national government, the private sector, and donors to find solutions to locally-prioritized development challenges.

Overview of LPPA

1. Improve the administrative and technical capacity of regional platforms to engage, coordinate and manage stakeholders to collectively influence locally prioritized development.

2. Improve the leadership skills of individual members of the platforms.

3. Assist the regional platforms to attract and leverage private sector support and investments.

4. Strengthen research partnerships to inform local decision-making.

Objectives of LPPA

(Please see separate slide)

RCI Overview

The platforms have potential to elevate district issues, incorporate local voices in regional and national development plans, and attract private investment. However, they lack the following:

Structure and resources, and hence varied capacities that hinder their ability to review, prioritize, and influence regional investments.

Capacity to coordinate and manage their stakeholders, including the various constituents and former SC members in the case of NURDEF.

Finances and ability to convene stakeholders and undertake research with the support of USAID.

NURDEF’s 28 districts are expected to pay annual subscription fees and have not met these obligations.

Contribution of non-state actors have not been determined

Defining and understanding the problem

They are, however, just getting off the ground and face several challenges.

Need to enhance the leadership abilities and skills of leadership of platform members.

More than one-third of the SC members are currently vying for various elective positions.

Additionally, we are cognisant that:

Regional platforms may be under pressure to achieve political goals. Some SC members may attempt to inappropriately advance their political interests.

Platform leaders also need to enhance their functional and leadership skills in order to effectively nurture relationships with donors and other stakeholders.

Individual SC members may require assistance in managing and prioritizing sub-regional interests with regional and organizational interests.
