1. BACKGROUND
The Automated Surface Observing System (ASOS) program is an essential, joint mission support program consisting of the National Weather Service (NWS), the Federal Aviation Administration (FAA), and the Department of Defense (DOD). The ASOS is the nation's primary system for collecting and reporting surface-weather observations, primarily at airports, in support of aviation operations as well as climatological data, weather forecasting, and the timely issuance of warnings. ASOS directly supports:
1. Air Traffic Controllers relying on surface observations to provide airport weather parameters to safely support National Aerospace System (NAS) operations.
2. Surface-weather observations at airports required for dispatch of commercial aircraft.
3. Surface observations required to support Instrument Flight Rules (IFR) operations.
4. Surface observation data required by the Office of Operational Systems and used by the NWS to produce weather forecast models and products.
5. The aviation community and flying public by providing required dial-in services to surface-observation stations to obtain automated voice-weather reports.
6. The general public by providing up-to-date weather conditions via a dial-up service.
7. Forecasters across the country by providing detailed and timely surface conditions from ASOS sites around the nation.
8. The aviation community by providing Ground-to-Air (GTA) Radio broadcasts of automated voice weather reports.
Sensor components of the ASOS system are approaching the end of service life and require replacement to maintain the high reliability and continuity of operations required of this critical system. This solicitation is to procure a single system replacement for the existing dual-system Outside Air Temperature Sensor and Dew Point Temperature Sensor. The procured system will provide one reading that consists of the representative ambient Outside Air Temperature and Dew Point Temperature or the representative ambient Outside Air Temperature and Relative Humidity reading from which the Dew Point Temperature can be derived through other means. Both variants will consist of the necessary sensor(s), aspirated radiation shield and NEMA 6/6P (IP67) rated stainless steel Electronics Enclosure for power supply and communication requirements.
● The Enclosure will require Deutsches Institut fur Normung (DIN) Rail mounting method for current ASOS fiber optic serial modem.
● If the proposal includes multiple sensor probes, the radiation shield for the ambient Outside Air Temperature must be fan/blower aspirated. If additional probes are used as part of a separate radiation shield, the additional radiation shield is not required to be fan/blower aspirated.
For the purpose of this solicitation the following applies:
● Temperature Sensor = Outside Air Temperature (OAT), (Ta), (Temp), or simply (T)
● Dew Point Temperature Sensor = Dew Point Temperature (Td)
● Combined, also referred to as a Temperature Relative Humidity (TRH) Sensor.
The ASOS TRH specification is attached in Appendix A. While meeting the minimum requirements and having an overall exceeding other specified requirements. The temperature ranges is a goal for this procurement but meeting every performance requirement is NOT required to be competitive. The government is willing to entertain a family of sensors that offer a cost effective solution for a large percentage of the ASOS sites that do not have the extreme temperatures outlined in the specification.
Vendors are encouraged to bid their highest performing Ta/Td or TRH sensor offerings that fulfill as many of the requirements as possible. If the contractor’s proposal consists of a Ta/Td (Dew Point) sensor, the vendor must provide a method of producing a raw Ta/RH element for testing against the provided
TRH specification. Sensors for submission must be proven available commercial sensors and not in current research and development.
1. SCOPE
1.1. GENERAL
This Statement of Work (SOW) defines the requirements the contractor must meet for a Ta/Td or TRH Sensor. The contractor shall use government-furnished documentation to demonstrate that their proposed sensor meets all government needs.
1.2. PROGRAM OBJECTIVES
The contractor is to propose a Commercial Off-the-Shelf (COTS) sensor capable of providing a serial data stream to the ASOS per the specification in Appendix A. The number of sensors required to satisfy the number of operational sites is approximately 960 with approximately 200 additional sensors required as spares. The present ASOS units have been in the field for 20 or more years. Their operating system is based on firmware and not software, making it difficult to change inter-communication protocols.
Contractors are encouraged to highlight any system proposed that contains the ability to adapt to customized polling and response requirements. The procured units will be able to be mounted on existing platforms by the use of mounting adapters and hardware as necessary, and the power supplies will be compatible with existing installations. Multiple vendor product submissions may be selected and verified for performance and ASOS compatibility.
1.2.1 APPLICABLE CONDITIONS
The contractor will be required to produce units that are uniform, functional, and pass all government inspection procedures. They will be additionally tasked to provide necessary installation-related materials for initial system installations and all documentation related to installation, and operations and maintenance manuals.
2. APPLICABLE DOCUMENTS
The following documents, together with their first-tier references, form a part of this SOW and are contractually binding. All documents apply in full, except for limited application when specified herein.
The contractor shall comply with the current document issue in effect on the date of release of the Request for Proposals.
2.1. NWS AND OTHER NONMILITARY/GOVERNMENT DOCUMENTS
The contractor shall adhere to the following documents. Copies of NWS documents are available from the NOAA National Weather Service, 1325 East-West Highway, W/OBS 33, Silver Spring, Maryland 20910.
