Specifications for Computed Radiography Systems
SCOPE
3.1 PURPOSE
The contract for the purchase of two (2) commercial off the shelf (COTS) Computed Radiography Systems. The system shall use a non-drum-based, flat or linear scanning system for reading imaging plate transport used for industrial radiography inspections.
Each system shall be composed of a Computed Radiography scanner, laptop, separate monitor, software compatible to view results and phosphor imaging plates.
The scanners will be used for the non-destructive inspection of ammunition and armor at Aberdeen Test Center (ATC) and are intended to replace an X-ray Film processor.
ATC needs system to produce radiographic images of heavy materials within Large Caliber ammunition and armor coupons.
3.2 GENERAL DOCUMENTATION
The following documents shall be supplied:
A complete set of Operator’s Manuals for:
Scanner and Software
Any Software License Agreement(s) that the offeror intends to bind the Government to.
Laptop specifications.
Monitor specification Certifications of Warranty of any/all commercial OEM equipment- 12-month warranty is required.
Failure to include the above documentation with the quote submission may lead to rejection of the offer.
3.3 Requirements
3.3.1 The Computed Radiography Systems must be capable of operation in a field or shop environment with:
Ambient temperatures ranging from 15 to 35 degrees C Relative humidity between 15 and 80% (non-condensing) Available power 120 VAC (+/- 10%) at 50-60 Hz
3.3.2 The Computed Radiography Systems shall include the following items:
3.3.2.1 Computed Radiography Systems with scanner and related software - (Qty: 2)
3.3.2.2 Laptop Computers and High-Resolution Monitors. – (Qty: 2)
3.3.2.3 Imaging Plates – (Qty: 4)
SRb: ≤ 50 µm (10 lp/mm) Size: 14” x 17”
3.3.2.4 All components shall be covered by a full one-year warranty.
3.3.2.5 Shipping and handling shall be included.
3.3.2.6 This requirement must include installation and training for the new units.
3.3.3 Scanner Specifications:
3.3.3.1 Spatial Resolution:
≤ 50 µm (10 lp/mm)
3.3.3.2 Bit Depth:
≥14-bit
3.3.3.3Throughput:
≥ 25 plates/hour at ≤50 µm spatial resolution and film size of (10 x 40 cm / 14” x 17”)
3.3.3.4 Transport System:
The system shall use a non-drum-based, flat or linear scanning system for reading imaging plates.
3.3.3.5 Cassette Compatibility:
Imaging plates can be exposed in any type of cassette and are directly removable and insertable into the scanner.
3.3.3.6 Plate Acceptance:
Capable of handling a wide range of sizes, shapes, and classes of imaging plates up to 1500 mm (60 inches) in length.
3.3.3.7 Ambient Light Operation:
Functional in ambient light conditions, reducing the need for controlled lighting environments.
3.3.4 Software Features
3.3.4.1 Image Processing Tools:
3.3.4.2 Image Marking Tools:
Provides annotations, zoom, and dimensional measurement tools.
3.3.4.3 Standardized Image Quality Tools:
Includes Basic Spatial Resolution, Contrast-to-Noise Ratio, Signal-to-Noise Ratio, and Contrast Sensitivity measurements, adhering to ASTM E2446.
3.3.4.4 Image Processing Filter:
The system shall include an image processing filter that enhances the visibility of low-contrast details across the full dynamic range.
Image filters must be of a type that does not alter the raw image data.
3.3.5 Commercial Availability:
The scanner must be a commercially available, off-the-shelf product without the need to modify for specific Government use.
3.3.6 Delivery Time:
The scanner must have a lead time of 60 days or less from the date of order confirmation to the date of delivery.
