1.0 PROJECT:
Project Title: “Replace Modular Office” at the USDA, ARS, Plant Science Research Building, Raleigh, NC.
2.0 PROJECT CONTACT PERSONS: TBA following award

3.0. SCOPE OF SERVICES:
The Contractor shall provide all professional services necessary for the accomplishment of the contract project and such required services shall be in accordance with requirements as described herein.
a. The Contractor shall provide services for the following tasks marked by an “X”:
[X] Provide a technical and cost proposal to complete the project as per project requirements listed in this SOW.
[X] Provide a list of at least 3 example projects of this nature performed in the last 5 years (including a customer point of contact for each project) with the bid package.
[X] Complete the project as per project requirements listed in SOW.
4.0 PROJECT REQUIREMENTS:
The Contractor shall furnish a technical and cost proposal to supply all materials, labor, equipment, and supervision necessary to demolish and replace the 14’x36’ modular office building and associated decking/access ramp structure. The project is located at the USDA, ARS, Plant Science Research, 3127 Ligon Street, Raleigh, NC 27607.
a. The Contractor will work with COR to ensure project is accomplished in a timely manner.
b. Service Contract Act applies to all contracts in excess of $2,500. Employee payroll logs for the project will be required to verify wage rates are being adhered to.
c. Additionally, Payment and Performance bonds will be required for projects exceeding $35,000.
Obtaining and the cost of these bonds is the responsibility of the Contractor. Proof of Insurance is also required.
d. The Contractor is responsible for visiting the site prior to submitting a bid to observe existing conditions. No compensation will be provided for conditions that would be visible during an on-site visit for persons experienced performing this type of work.
4.1 Bid Schedule:
a. The Base Bid shall include all work described in 4.2 Description of Work.
4.2 Description of Work:
a. Background - The existing modular office was installed in 2007 and is an approximately 14’ wide by 36ft long 500 sq. ft. modular office building used as the facilities office and workshop. The building was moved approximately 50ft to make way for road construction in 2023; new footings and access structures were installed as part of the relocation project. In 2024, the office roof, ceiling, and several rafters were damaged by a falling tree branch and the building was determined unsuitable for continued use.
b. The objective of this project is to furnish materials, labor, equipment, and supervision to replace the current modular office building. Work will include removing the existing modular office associated walkways/access ramps and replacing it, in kind, using this Statement of Work as the controlling document for the work.
c. The major items of work are listed in the following task list:
1. Prepare modular office for demolition/removal from site; disconnect electrical service and ethernet wiring.
2. Remove and dispose of the existing modular building.
3. Remove and dispose of existing access ramp, walkways, stairs to extents necessary. These were installed in 2023; if compatible with replacement modular building, they can left in place to serve as access points for the replacement building.
4. Furnish and install new modular building and any necessary electrical, structural, foundation work as necessary to comply with this document and state, local, and national standards.
5. Replace access ramp, walkways, stairs with structure of similar material and design as existing structure.
6. Reconnect new modular building to electrical and ethernet wiring.
d. The Contractor shall be responsible to handle and dispose of debris at an off-site, certified disposal site consistent with all Local, State, and Federal requirements.
4.2.1 Pre-Construction Phase Services:
a. Pre-Construction Submittals
Prior to issuance of Notice to Proceed (NTP) the following submittals must be submitted to the Contracting Officer (CO) for approval:
1. Work Hours, per Section H.30 entitled, MAXIMUM WORKWEEK – CONSTRUCTION SCHEDULE. The work hours will include the daily starting and stopping time, and days of the week the Contractor proposes to carry out the work. Daily Facility hours are from 8:00a.m. to 5:00 p.m. excluding weekends and Federal holidays. Contractor shall submit a work schedule conforming to the times of operation listed above and list the anticipated completion date.
2. Construction Cost Proposal presented in a cost break-out format resembling a Schedule of Values.
4. Quality Control Plan.
5. Site Specific Accident Prevention Plan/Safety plan complete with contact info and map to nearest emergency room and minor medical facility.
6. The construction contractor (CC) shall provide to the CO a list of contract personnel of the general and subcontractors, who will be emergency contacts, including address, and telephone numbers for use in an emergency. As changes occur and additional information becomes available, the CC shall update the list.
7. Waste Management Plan: Plan should be submitted within 14 days of date established for the Construction Notice to Proceed. Approval of the contractor’s plan does not relieve the contractor of responsibility for compliance with any applicable environmental regulations. This plan should include all proposed disposal sites and should include waste diversion and recycling when possible.
4.3 Government Furnished Equipment\Services:
a. The Government will furnish a reasonable amount of electricity and water.
b. The Government will supply necessary access badges and keys required for entry into the facility. Contractor will supply a list of names and credentials for those who will need access.
5.0 GENERAL REQUIREMENTS:
5.1 Permits:
Where governing regulations and imposed codes and standards require notices, permits, licenses, inspections, tests, and similar items or actions in order to lawfully proceed with the required work, the Contractor shall obtain items and take those actions in accordance with the regulations of the governing authority. The costs of such permits, licenses, inspections, etc., are the obligation of the Contractor.
5.2 Utility Severance Certificates:
Not required.
5.3 Installation Plan:
Submit a comprehensive installation plan, describing the proposed sequence, schedule, methods, equipment, storage requirements, and laydown areas.
5.4 Installation Schedule:
Contractor shall coordinate assembly and installation with Local Point of Contact or COR. All disturbances or disruptions of service as a part of work for this building shall be coordinated with the LPOC or COR to prevent jeopardizing on-going research.
5.5 Quality Control:
The work performed under this contract shall be subject to continuous audit by the COR. Quality control is the exclusive responsibility of the Contractor.
5.6 Protection of Work and Property/Safety Requirements:
a. The Contractor shall protect the work, the site, and all existing property and structures within the limits of the construction activities or that may be affected thereby until acceptance of the work.
Any damage to property shall be repaired at the Contractor’s expense to pre-damaged condition to the satisfaction of the COR.
b. Safety and health matters, as they relate to the work, are the exclusive responsibility of the Contractor. The Contractor shall furnish, erect, and maintain barricades, warning lights, signs, guards, or take other precautions as may be required by law or local authorities for the protection and safety of pedestrians and vehicular traffic.
c. The Contract Documents may not represent all current conditions at the site and adjoining areas.
The known conditions are as indicated and shall be compared with actual conditions before commencement of work. Any notable differences shall be memorialized in writing and brought to the attention of the LPOC and COR for further consideration.
d. Government will not furnish any labor or equipment to unload or move materials or supplies.
5.7 Hazardous material:
a. There is no indication of existence of hazardous materials.
5.8 Disposal of Waste Materials and Debris:
a. Dispose of waste, trash, and debris in a safe, acceptable manner, in accordance with applicable laws and ordinances and as prescribed by authorities having jurisdiction.
b. Burying of trash and debris on the site will not be permitted. Burning of trash and debris at the site will not be permitted.
c. Remove trash and debris from the site at frequent intervals so that their presence will not delay the progress of the work or cause hazardous conditions for workers and the public.
d. The contractor should make every effort to recycle as much of the waste as possible.
6.0 Temporary Facilities:
a. Temporary utilities (water and electricity) may be furnished to the Contractor by the Government, if so requested. The Contractor shall maintain and protect all such utilities during the course of construction and shall repair or replace any items damaged through its own negligence.
b. Should the Contractor require any power or utility shutdowns during demolition, the Contractor shall obtain approval for such shutdown from the LPOC or COR three working days prior to the need.
6.1 Cleanup:
The work site shall be kept clean and free of debris at all times. Restore areas disturbed as nearly as possible to the original appearance and condition. Upon completion of the project, and prior to final inspection, the Contractor shall remove from the premises all unused material, trash, and debris resulting from the work to the satisfaction of the COR.
6.2 Final Payment/Contract Closeout:
The following documents are REQUIRED PRIOR TO FINAL PAYMENT (other documents may also be required):
a. Release of liens.
b. Release of Claims
c. Employee payroll\time sheets
d. Invoice
6.3 PROJECT SCHEDULE: The Contract time for this project is 90 calendar days from the notice to proceed. NTP will be issued at the mandatory preconstruction conference.
7.0 SPECIFICATIONS
7.1 Description of existing modular office building:
Overall The existing modular building is an approximately 500 square foot (~14x36) steel sided, steel roofed structure situated atop stacked block footings.
Floorplan The exiting modular building interior is partitioned into three rooms, one approximately 300 square foot central, open area flanked by two approximately 100 square foot offices, one on either side. Each office has a 36” door into the center room, a 36” outswing exterior door, and one 24” x 53” single hung window on the wall opposite the exterior door. The center room has a set of 72” wide “double” outswing doors leading to the exterior and two 24” x 53” single hung windows, equally spaced, on the wall opposite the exterior door.
Electrical Electrical service enters the south side of the building through an exterior disconnect switch (mounted to south exterior wall) to a 100A single phase panel. This panel also provides power to an adjacent walk-in freezer (this capability needs to be retained). Each office has two 120V duplex receptacles; the center room is equipped with five 120V duplex receptacles. Lighting is provided by 48” LED strip lights, two in each office, four in the center room.
Water and Sewer There is no water or sanitary sewer service to the existing modular building.
HVAC
Climate control is provided by a wall mounted (“thru-the-wall”) packaged heat pump.
Ethernet Service Ethernet Service originates at the Plant Science Facility; it is routed underground and enters the current modular building at the South wall.
Access Structure The building is accessed via a 60” wide wood framed landing spanning across all exterior doors on the East wall. The landing is accessible by a set of stairs on each end, and a wheelchair access ramp.
7.2 Description of Desired Replacement Modular Building
1. Shall be similar in construction, material, footprint, layout, utility, and floorplan to current modular office building.
2. Footings shall be precast or cast in place concrete.
3. Shall be 500 sq. ft. minimum, 14’ wide x 36’ long, steel sided, steel roofed. Up to a 20% increase in overall dimensions is allowable.
4. Electrical and ethernet service shall meet or exceed the capabilities and capacities of the current modular office and must provide power to the adjacent walk-in freezer.
5. Access Structure shall be similar in material, dimension, and capability of the current structure.
6. Water, sewer, and bathrooms shall not be included.
7. All exterior doors shall face the parking lot (East), all windows shall be on the West wall.
8. Existing interior IT infrastructure can be reused, contractor shall route IT drop into new modular interior as shown in Picture 8, USDA will complete interior network wiring.
9. Flooring shall be VCT.
