STATEMENT OF WORK

SCOPE OF SERVICES:

The Contractor shall provide all professional services necessary for the accomplishment of the contract project and such required services shall be in accordance with requirements as described herein.

a. The Contractor shall provide services for the following tasks marked by an “X”:

[X] Provide a detailed technical proposal and detailed cost proposal to complete the project as per project requirements.

[X] Provide and install all material to complete the project as per project requirements.

PROJECT REQUIREMENTS:

The Contractor shall furnish all supervision, labor, materials, and equipment necessary to install a solar array as specified below.

The United States Department of Agriculture (USDA), Agricultural Research Service (ARS) intends to enter into a firm fixed-price contract with a single Contractor for the design and construction of onsite Photovoltaic (PV) systems located at the Southern Regional Research Center (SRRC), 1100 Allen Toussaint, New Orleans, LA 70124-4305.

SRRC is on about 36.1 acres. The area identified for solar arrays is approximately 1.20 acres. SRRC consumed about 6,638,100 kWh of electricity in FY 2022. All arrays shall be connected to Entergy Louisiana account # 11246048. Refer to Section C.4 for a listing and map showing the location available for solar arrays on the SRRC sites.

All work under this contract shall be coordinated and scheduled with the Location Point of Contact (LPOC) and Facilities Operation Specialist and performed during, and/or after normal working hours, on weekends and Federal Holidays to minimize downtime and disruption to research.

The contractor will provide a turnkey product to include, but not limited to, all materials as specified and the correct and proper installation of all material. Contractor will provide all permits as required.

Contractor is responsible for all permits, approvals, environmental and historic compliance, freight, procurement, monitoring, inspection, billing, interconnection fees, and incidentals as necessary to design, construct, and interconnect all the complete solar photovoltaic generation systems, described hereinafter.

The Contractor shall confine systems to the footprint as defined in the SoW unless the Contracting Officer gives written permission to exceed such footprints.

Additional Contractor Requirements:

a. The Contractor will work with Facility personnel to ensure project is accomplished in a timely manner.

b. The Contractor’s work shall adhere to the criteria stated within these project requirements, drawings, and specifications. All construction shall comply with applicable USDA-ARS federal standards, state, and City of New Orleans code requirements as well as current industry standards, (i.e. EPA, ASTM, GSA, AASHTO, etc.) and health and safety codes, in effect at the time of contract award.

c. All codes and standards referenced in this specification will be to the edition of the references as detailed in this section. All materials and Work and Services to be performed under these specifications shall be in compliance with the Codes listed in this section or as determined by the authority having jurisdiction.

d. Davis Bacon Wage Rates apply to all construction contracts in excess of $2,000. Employee payroll logs for the project will be required to verify wage rates are being adhered to.

e. Contractor must be registered in System for Award Management, (SAM), prior to submitting a bid.

f. Utilization of Bio-Based Products: The contractor shall utilize products and material based from bio-based materials, (e.g. bio-based greases; bio-based hydraulic fluids, bio-based absorbents), to the maximum extent possible without jeopardizing the intended end use of detracting from the overall quality delivered to the end user. All supplies and materials shall be of a type and quality that conform to the applicable Federal Specifications and Standards. All supplies and materials to be used in the performance of work described herein are subject to the approval of the Contracting Officer Representative (COR). Products can be found at:

g. Payment, bid or other bonds may be required per the Contracting Officer’s bid package. Obtaining and the cost of these bonds is the responsibility of the Contractor. Proof of Insurance may also be required.

h. Shutoff of utilities, if required, shall be scheduled no less than ten (10) working days in advance.

i. The Contractor is responsible for visiting the site prior to submitting a bid to observe existing conditions. No compensation will be provided for conditions that would be visible during an on-site visit for persons experienced performing this type of work.

j. Clean up and removal of all debris from construction site once job is completed.

k. Building will be occupied while construction is ongoing. Contractor will schedule work with location personnel (LPOC) in order to allow location to meet current research needs. See also 6.0 Schedule.

BID SCHEDULE:

a. Base Bid: Base bid is for a Ground Mounted Array delivering 200KW. The bid shall include all work described in 4.2 Description of Work and comply with all requirements for warranty to ARS, SRRC.

b. Option 1 add-on: An additional Ground Mounted Array delivering 50KW.

c. Option 2 add-on: An additional Ground Mounted Array delivering 50KW.

DESCRIPTION OF WORK:

The work consists of and is not limited to providing all supervision, labor, materials, supplies, equipment, quality assurance and other related services and materials as required to install the solar power array as specified below:

The Contractor, at its own expense, shall furnish all engineering, design, construction, labor, supervision, facilities, permitting, materials, equipment, transportation, supplies, install, commission, and interconnection (including all required interconnection studies and required upgrades) and all other services necessary to install the on-site solar PV system capable of performing the requirements of this Statement of Work (SOW)

Contractor shall provide a submittal schedule for approval prior to beginning any work on the design and installation of the system. Submittals are required for all materials and components as well as methods of interconnecting with existing SRRC electrical system. The CO, COR and EPM will also have quality control and final payment approval.

Severe Weather Specification – Hurricane

a. Hurricane, Derecho, Tornado and Mountain Generated Winds

1. Structural engineering - Use latest version of ASCE 7 for all states with most updated SEAOC guidance document.

2. Wind - Module minimum strength rating for high wind and snow accumulations (minor to moderate cost implication)

3. PV Modules shall be tested per ASTM E1830-15 prescribed test parameters for loading (snow and wind) of solar modules (front and back). The test also covers several other stress factors relevant to high winds such as the “twist test.” For best protection against physical damage, the Contractor shall consider modules that are rated for “Very Severe Hail” (See below) Table 1 below provides specific data on front and back load ratings.

• Specify PV panels and rail/rack systems that have UL 1703 and UL 2703 listing (as applicable), and an ICC AC 428 evaluation report.

• Fastener failures are a common primary point of failure for PV systems in severe weather, so this system requires robust design and quality installation of all bolted joints.

• Fasteners shall be included in the engineered drawing and calculations which show they have the capacity to withstand site conditions.

• Modules shall be through-bolted to the underlying racking only; top-down clamps should not be used under any circumstances.

• Maintaining pre-load on short grip lengths and preventing vibrational loosening: Threaded fasteners should include means to maintain pre-load and means resist vibrational loosening (locking mechanisms) to address both preload relaxation and joint slip. Given that through bolted modules typically have fasteners that are short and of small diameter (“short grip length”) and that prevent loss of fasteners from vibrational loosening, the following are acceptable fasteners choices, and each must be specified by engineer of record.

1. Lock-bolts

2. Bolt, nut and disk spring conical locking washers

3. Thick locking washers designed to increase grip length.

Locking mechanisms shall be compliant with standard DIN 65151.

• Under no circumstances shall split washers, nylon-insert nuts, double-nutting, star washers, and/or serrated flange nuts be used to provide fastener locking capability.

• Under no circumstances shall clamping systems be used to hold:

1. Underlying structural frame members together.

2. Module frame to underlying structural frame member.

• Under no circumstances shall self-tapping sheet metal screws of any grade be used to hold array structural elements together or to mount conduit, electrical enclosures, metering, and weather station components. Further, these screws shall not be used to field-assembled fencing, lighting, security camera systems, and communications equipment. Any proposed use of self-tapping screws must be pre-approved by agency CO or COTR having authority. Any such screws approved for use must be SAE 316-grade stainless or aluminum metal flake suitable for marine applications.

Use Of Chemical Locking Compounds

1. Because chemical locking compounds prevent torque audits, re-tightening and have unknown longevity exposed to the weather, they shall not be considered.

Torque Rating of Fasteners

1. Generic torque call-outs from lookup values (based on fastener sizes and materials) shall not be used in lieu of specific values provided by racking manufacturer or EOR.

2. Each sub-assembly shall be torqued to racking manufacturer’s specification using torque wrenches or drivers designed to provide calibrated and metered forces and be rated by ISO 6780-2. For field-assembled components of disparate manufacturers or from custom fabrications, a structural engineer shall specify torque ratings and field assembly procedures to be included in submittals and construction drawings. These torque ratings and procedures shall be included in operations and maintenance manuals for later use.

3. For fasteners holding friction or clamping forces, Section 3.3 of ICC AC 428, 2012 shall apply. For permanently locking fasteners such as lock bolts or those with pre-applied thread locking compounds, complete only steps 1-2.

4. Engineering shall describe required marking and audit procedures for commissioning and ongoing operations and maintenance of the structure.

Threaded fasteners shall be kept clean and pre or field treated with anti-galling compounds.

The contractor shall stripe or mark each fastener torqued with metal marker to indicate complete installation of the fasteners and to aid visual auditing.

Wind-driven rain Electrical enclosures for critical balance of system components (combiners, switches, service panels, inverters, meter and sensors) shall be at a minimum NEMA 4X (corrosion resistant).

Flooding of conduit and equipment

1. Elevations of balance of critical balance of system (BOS) components (combiners, switches, service panels, inverters, meter and sensors) shall be above array field to prevent water gravity flows in conduit and flooding of BOS components.

2. Conduit routing to prevent potential water flows to BOS components. Below grade conduit runs shall be sloped to handholes with all entries into buildings having watertight seals.

3. Enclosures to include drains that allow moisture to escape while preventing ingress of moisture and dust.

INTERCONNECTION REQUIREMENTS

The Contractor is responsible for complying with all electric utility interconnection requirements (including costs for all studies and upgrade requirements), providing all necessary documents if required:

single line diagrams, estimated energy production data, catalog cuts, and other specifications and data with respect to the proposed new generating systems. The Contractor is responsible for gaining approval from the electric utility for interconnection and any electric utility-required upgrades. The Government will assist in facilitating communications with the Utility for this purpose. The electric utility interconnection agreements to connect the PV systems to the grid will be signed by the Government.

The government has contacted Entergy, obtained a copy of the interconnection agreement form for the ENO Net-Metering program and appended it in Attachment 4, which shall be used for this interconnection. Interconnection will be under Entergy GSA Areawide Contract number GS-OOP-16-BSD- 1220 in Attachment 2. The Contractor shall complete and submit the Interconnection Application in Attachment 3 to the utility. It is expected that the Contracting Officer will sign Exhibit D of the GSA Areawide Contract and submit it to the electric utility with the approved interconnection agreement.

For any utility required electrical upgrades to government-owned electrical equipment, contractor to present these costs to the contracting officer.

Interconnection to Government owned electrical distribution systems For system impact studies where the Government operates or owns the electrical distribution system, the Contractor is responsible for:

1. A load flow protection coordination study, with the objective of revealing any existing protection equipment incompatibilities and/or unprotected lines.

2. A study to identify existing distribution system components that are incompatible with the reliable, stable, and safe distribution of power generated by solar PV systems.

3. Modifications or upgrades to the electrical system required to interconnect the PV systems.

4. Service panel upgrades in cases where panel condition and capacity are insufficient to accommodate and where line-side connections are impractical.

Pre-Construction Services

Prior to Construction, Notice to Proceed (NTP) the following submittals must be submitted to the Contracting Officer (CO) for approval, unless otherwise determined by CO that submittals may be provided after NTP:

a. Submittals for all Material used on the project

b. Work Hours. The work hours will include the daily starting and stopping time, and days of the week the

Contractor proposes to carry out the work.

c. Accident Prevention Plan/Site Specific Safety Plan. Contractor shall submit a "site specific" Safety Plan to the Contracting Officer that describes how the contractor is to comply with all applicable OSHA standards and NFPA codes pertaining to construction work to include, but not limited to: General Safety and Health Provisions, Occupational Health and Environmental Controls, Personal Protective and Life Saving Equipment, Hand and Power Tools, Welding and Cutting, Electrical, Scaffolds, Fall Protection, Excavations, Demolition, Stairways and Ladders, Toxic and Hazardous Substances, Confined Space Entry, Lockout/Tagout, Respiratory Protection, Hearing Protection. Safety Plan shall identify Contractor and sub-contractor employees who are authorized/qualified to perform electrical work. No work shall proceed until written approval of the Safety Plan by the Contracting Officer. Safety Plan shall describe how the Contractor and/or sub-contractors are to secure equipment, supplies, tools, and chemical products.

Contractor and/or sub-contractor equipment, supplies, tools, and chemical products are to be under the control of the Contractor at all times, equipment, supplies tools, and chemical products found not to be under the control of the Contractor or sub-contractor may be confiscated and delivered to the Contracting Officer.

d. Construction Cost Proposal presented in a cost break-out format resembling a Schedule of Values, if contractor intends to request partial payments.

e. The Contractor shall provide to the CO a list of contract personnel of the general and subcontractors, who will be emergency contacts, including address, and telephone numbers for use in an emergency. As changes occur and additional information becomes available, the Contractor shall update the list.

Construction Services

The Scope of this project includes the following:

1) The Contractor will provide a turn-key project satisfying all Local, State, and Federal requirements.

2) The Contractor is responsible for any damage to adjacent equipment that may become damaged during installation. The Contractor is responsible for making repairs to meet or exceed conditions prior to damage.

3) The Contractor is responsible for visiting the site prior to submitting a bid to observe existing conditions. No compensation will be provided for conditions that would be visible during an on-site visit for persons experienced performing this type of work.

Government Furnished Equipment\Services

a. The Government will be available to assist with the identification of possible underground utilities but does not guarantee location of all utilities.

b. The Government will furnish a reasonable amount of electricity and water.

GENERAL REQUIREMENTS:

Permits:

Where governing regulations and imposed codes and standards require notices, permits, licenses, inspections, tests, and similar items or actions in order to lawfully proceed with the required work, the Contractor shall obtain items and take those actions in accordance with the regulations of the governing authority. The costs of such permits, licenses, inspections, etc., are the obligation of the Contractor.

Existing Installations / Demolition:

a. Contractor shall modify existing installations as needed to accommodate the new installation.

Contractor shall coordinate demolition / modification of existing installations with Owner. All disturbances of existing systems shall be thoroughly coordinated with the Owner to prevent disconnecting equipment that might jeopardize on-going research.

b. Owner reserves the right to retain any equipment / materials removed as part of the scope of work. Contractor shall coordinate any equipment / materials to be retained with Owner prior to starting demolition operations. Contractor shall legally dispose all equipment / materials removed that will not be retained.

c. Contractor shall divert project waste to recycle where practical. The Contractor shall track and document the amount of waste diverted to recycle. The Contractor shall submit diversion documentation as part of closeout. If no waste is diverted to recycle, the Contractor shall submit a letter stating this and why diversion was not practical. Reference the remaining Contracting Package for more information.

Installation:

It shall be the responsibility of the Contractor to complete work in accordance with the manufacturer’s recommendations and industry standards. Additional procedures and materials may be required than is indicated herein. If any item specified herein conflicts with the applicable codes and recommendations, the Contractor shall bring it to the attention of the Contracting Officer Representative for immediate resolution.

Submittals:

Provide manufacturer’s descriptive literature/shop drawings for all materials, components, and installation methods to the COR for review. The descriptive literature shall be annotated/ highlighted to show its conformance with contract requirements. Submittals are required for all building materials and equipment and will be stamped and/or signed by the general contractor prior to submission to the Government. Contractor is responsible for any costs incurred for equipment ordered without prior approval.

Construction Plan and Schedule The contractor shall submit a construction plan and schedule within fourteen (14) calendar days after construction NTP. The construction plan will include key milestone documenting that the PV system operation date will meet deadlines. An updated plan shall be provided every two weeks. Submit electronic schedule in hardcopy, .pdf and software native format.

Contractor shall provide catalog sheets and technical data sheets to indicate physical data, electrical performance, electrical characteristics, and connection requirements of each device to be connected to the Installation’s electrical transmission and distribution network. ARS SPECIFIED POWER METER

Power meter shall be specified by ARS but be furnished and installed by the Contractor in addition to any utility revenue or production meter. The Contractor is not responsible for software integration of the agency meter into the Government’s network, but the Contractor shall coordinate with the agency and agency’s local area network systems integrator to provide field assistance with this function.

a. Provide advanced meters capable of measuring interval data at 15 min increments and storing data at least 24 hours.

(Brand name provided only to identify the salient physical, functional or performance characteristics) and associated hardware/software peripherals necessary for Government IT staff to connect meters to existing Government sub-metering system.

c. Coordinate with and provide support to ARS Southern Regional Research Center IT personnel in order to establish secure communication with each solar system power meter.

d. Indicate Government meters on both review and as-built drawings sets.

e. Test and demonstrate complete power monitoring system operation to location facilities and IT personnel Identified by ARS.

f. Enable connection of the meter to the Advance Power Meter Server.

The agency power meter is subject to ARS device security requirements. The Shark 270 has been scanned and has a remediation plan from Electro Industries. If a power meter separate from Shark 270 is proposed as an alternative, then the Contractor must submit an RFI to Government IT Security personnel to determine if that meter has been scanned and has an acceptable remediation plan with the manufacturer. If not, the Contractor must:

(a) provide a meter temporarily for ARS to scan, with complete configuration information;

(b) obtain written assurance from the manufacturer that the manufacturer will make reasonable efforts to remediate any high risk or critical vulnerabilities detected.

Quality Control:

The work performed under this contract shall be subject to continuous audit by the CO/COR/LM.

Quality control is the exclusive responsibility of the Contractor.

Protection of Work and Property/Safety Requirements:

a. The Contractor shall protect the work, the site, and all existing property and structures within the limits of the construction activities or that may be affected thereby until acceptance of the work.

Any damage to property shall be repaired at the Contractor’s expense, to pre-damaged condition to the satisfaction of the COR.

b. Safety and health matters, as they relate to the work, are the exclusive responsibility of the Contractor.

c. Contractor is responsible for verifying location of any underground utility and is responsible for any damaged caused to such utilities. The Contractor shall inspect the entire construction site daily, including days without construction work if there are NFPA 101 Life Safety Code deficiencies existing while construction work is shut down, the results of that inspection shall documented on a “DAILY INSPECTION FORM”, and the form is to be signed and submitted to the Contracting Officer.

d. Contractor shall provide to the Contracting Officer a written weekly update of all completed work and also for proposed work for the subsequent two weeks (a two week “look-ahead”)involving construction activity. notify in writing the Contracting Officer at least one week prior to executing high risk work (this may be included in the two week “look-ahead” update). High risk work includes, but is not limited to, tasks requiring Lockout/Tag Out, live electrical work, hot work, work at heights, trenching/ shoring, crane operations, and confined space entry. Contractor’s Competent Person shall provide the Contracting Officer written weekly documented safety inspection results.

Temporary Facilities:

a. Temporary utilities (water and electricity) may be furnished to the Contractor by the Government, if so requested. The Contractor shall maintain and protect all such utilities during the course of construction and shall repair or replace any items damaged through its own negligence.

b. Should the Contractor require any power or utility shutdowns during construction, the Contractor shall obtain approval for such shutdown from the COR ten (10) working days prior to the need.

Materials and Equipment:

a. The material and equipment to be furnished under these contract documents shall be the standard products of manufacturers regularly engaged in the production of such materials and equipment and shall be the manufacturer’s latest standard design.

b. All materials and equipment to be incorporated in the work shall be handled and stored by the manufacturer, fabricator, supplies and Contractor before during and after shipment in a manner to prevent warping, twisting, breaking, chipping, rusting and any injury, theft or damage of any kind to the materials and equipment. All materials and equipment furnished by the Contractor shall be subject to inspection and approval by the EPM/CO/COR.

Cleanup:

The construction site shall be kept clean and free of debris at all times. Disposal of the old material or equipment is required. Restore areas disturbed as nearly as possible to the original appearance and condition. Upon completion of the project, and prior to final inspection, the Contractor shall remove from the premises all unused material, trash, and debris resulting from the work to the satisfaction of the

COR.

Warranty:

a. Contractor to provide standard warranty to include parts and labor from deficiencies and defects.

b. Submit data concerning the warranty, including the warranty periods (dates), and warranty contacts with names, addresses and telephone numbers.

c. The warranty period shall begin on the same date as project acceptance and shall continue for the full/product warranty period. The warranties shall be fully executed and delivered to the Contracting Officer prior to final acceptance of the facility.

Final Payment/Contract Closeout: The following documents are REQUIRED PRIOR TO FINAL PAYMENT (other documents may also be required):

a. General contractors one (1) year warranty on work in addition to manufacturer’s warranty.

b. Release of liens.

c. Employee payroll\time sheets

d. Final Invoice

Project Schedule: The Contract time for this project is 365 calendar days from Notice to Proceed issued by Contracting Officer.
