STATEMENT OF WORK
T56-A-14 ENGINE DRIVEN COMPRESSOR AND OIL TO OIL HEAT EXCHANGER
PURCHASE/OVERHAUL EXCHANGE/OVERHAUL
FOR
NATIONAL OCEANIC ATMOSPHERIC ADMINISTRATION
AIRCRAFT OPERATIONS CENTER
REQ NMAN6000-20-01482
Broad Scope of Work:
- Overhaul or exchange of Engine Driven Compressor(s) (EDC) P/Ns 206400-7-1A, 206400-7-2 as needed. Note: AOC has typically had one EDC repaired or overhauled per year.
- Overhaul or exchange of Oil-to-Oil Heat Exchanger(s) P/N U-521251-1 as needed.
A. WORK SCOPE AND REQUIREMENTS
This Statement of Work is for an Indefinite Delivery-Indefinite Quantity (IDIQ) type multiyear contract for a five year ordering period with pricing specified for each individual year. In anticipation of common maintenance actions needing to be funded, the parts and scope will vary from year to year as requirements change. The National Oceanic and Atmospheric Administration (NOAA) Aircraft Operations Center (AOC) owns/operates two Lockheed Martin WP-3D Orion aircraft. These aircraft perform numerous scientific missions such as hurricane research, hurricane reconnaissance, air quality research, and climate research that are conducted throughout the continental United States as well as Alaska and foreign countries. The AOC needs to replace the Engine Driven Compressor(s) (EDC) and Oil-to-Oil Heat Exchanger(s) based on wear/failure determined from operation or inspection by AOC Maintenance Technicians. AOC has two spare EDC’s that facilitate a quick change when needed. Change out can be performed on site by the maintenance technicians wherever the aircraft is located, and removing and replacing the Oil-to-Oil Heat Exchanger(s) and hoses as necessary at the time of EDC removal and replacement is prudent to prevent oil contamination from the removed EDC.
The EDC(s) and Oil-to-Oil Heat Exchanger(s) shall be sent out for overhaul or exchange as quickly as possible to restock the spare inventory ensuring an aircraft does not experience unnecessary down time during critical mission periods. This contract shall provide overhaul and exchange services from a contractor for all EDCs and Oil-to-Oil Heat Exchangers. The contractor shall comply with all of the maintenance manual and manufacturer's requirements.
AOC shall provide NAVAIR manuals to and as requested by the contractor. The Contractor shall provide all special tools, facilities, equipment, and certified technical staffing to perform tasks.
The minimum requirements are as follows:
1) Overhaul EDC(s) or exchange EDC(s) for overhauled units depending on urgency of need for a replacement unit.
2) Overhaul Oil-to-Oil Heat Exchanger(s) or exchange Heat Exchanger(s) for an overhauled unit(s) depending on the need for a replacement unit(s).
3) Overhaul or exchange any EDC(s) that require repairs at the time of awarding the contract.
4) EDC(s) and Heat Exchanger(s) will normally be sent to the contractor as a set. At the completion of the overhaul or exchange the contractor will supply new inlet and outlet hoses P/Ns SR3806-6-0344 and SR3800-6-0314 as part of the return set with the overhauled or exchange unit(s).
5) In the case of the current spare EDC(s) that require overhaul, the contractor will provide a Heat Exchanger unit and new hoses to make a complete set.
6) Provide to AOC, inspection and teardown reports and documentation of the work performed on the removed unit(s) or exchange unit(s).
7) Make available for inspection to the AOC, any rejected part(s).
8) Upon approval for return to service of the unit(s) or for the exchange unit(s) all required overhaul and repair documentation (i.e. FAA Form 8130 or equivalent) and completed / updated Equipment History Record (EHR).
The Government shall schedule the work against this contract, and the Contractor shall only complete the work requested by the Government. Over and Above work must have prior approval from the AOC Contracting Officer’s Representative (COR) or the Aircraft Maintenance Branch (AMB) Chief or designee.
As soon as possible after receipt of units, the contractor shall provide a list of the discrepancies/tear down inspection report to AOC. The report shall include the extent of the inspection, condition found on all major components, and any recommendations (if applicable) for maintenance that would prevent future failures.
This Statement of Work is for an Indefinite Delivery-Indefinite Quantity type multiyear contract to include a base year and four (4) option years. In anticipation of maintenance actions needing to be funded, the parts and scope will vary from year to year as requirements change. An estimated minimum amount to be funded each year will be $0.00 with an estimated maximum amount of approximately $300,000.00 each year; however, due to unknown future requirements an annual spending cap is unacceptable.
B. SHIPPING AND DELIVERY REQUIREMENTS
A task order for the service will be initiated as soon as the aforementioned units need servicing.
This will be determined by the COR. The COR will give the contractor as much notice as possible in order to schedule the overhaul and expedite the service. The maximum turnaround time shall be 45 days for a removed unit overhaul or 3 days for an exchange unit to be returned to the AOC or other location as necessary. If the aforementioned removed units are not able to be returned in the time stated due to unexpected over and above discrepancies, the contractor shall inform the COR to determine what actions should be taken if any. The cost of shipping the EDC and Oil-to-Oil Heat Exchanger units to the contractor facility shall be the responsibility of the AOC. The contractor shall be responsible for return shipping to AOC; however, AOC may arrange for different shipping methods if it is in their best interest.
C. PERIOD OF PERFORMANCE/SCHEDULE
The contractor will provide a time frame for completing the initial inspection followed by a time frame to complete the overhaul (not to exceed 45 days). Once a completion date is established, that date shall not be exceeded without prior approval from AOC.
- Five year ordering period with pricing provided for each individual year.
D. QUALITY ASSURANCE
NOAA/AOC may request to have a representative witness any part of the overhaul process during the course of the contract. The Contractor shall keep the COR and/or the AMB apprised of the progress and schedule. Overhaul/repairs must be approved by the COR for any overhaul/repair cost greater than $60,000.00 (EDC) and $2000.00 (Heat Exchanger) before repairs can begin.
E. PARTS AND WARRANTIES
The Contractor shall provide all replacement parts, materials, and consumables related to the overhaul of EDC and/or Heat Exchanger. However, the Government reserves the right to provide the same, if advantageous, at any time during the contract. The Government will make the final determination on whether new, overhauled, or serviceable parts will be installed in the assemblies. Parts or components in an "as removed" condition will not be installed in the assemblies. Any part or component not related to the normal overhaul replacement part(s) that has not reached its recommended service life but fails inspection and needs to be replaced will be treated as an "over-and-above". Both AOC P-3 aircraft average only 300 hours per year. The contractor must provide a warranty on the EDC and Heat Exchanger based on months and/or aircraft hours but be no less than 2000 flight hours or 24 months from time of installation whichever is greater.
F. OVER AND ABOVE ITEMS
The Contractor is responsible for documenting and reporting, at intervals acceptable to the COR, all discrepancies found during inspections and maintenance. Discrepancies that are not a part of the scope of work will be known as "over and above." Corrective actions of those discrepancies are considered "over and above" items. Any part or component that has not reached its recommended service life, but fails inspection and needs to be replaced, is considered an "over and above" item. The "Over and Above" discrepancy report must include (as a minimum):
- Description of each discrepancy found;
- Number of person-hours per discipline required to complete each discrepancy;
- Hourly rate for personnel performing the work;
- Parts cost, less the percentage discount, if any;
- Total dollar amount for each discrepancy; and
- Total dollar amount for the complete list of discrepancies.
The COR will be responsible for reviewing the list of "over, and above" discrepancies and making a recommendation to either accept or decline the Contractor's proposal. The Contractor shall not proceed with correcting any "over and above" discrepancy without prior approval from the COR. The Contractor shall bill all charges for "over and above" items on a separate line item at the conclusion of repairs.
Over and above labor hours are at specified fixed hourly rates that include wages, overhead, general and administrative expenses, and profit. Cost of materials includes appropriate material handling cost as part of material fixed costs. The price to be paid for material shall be based on an established catalog or list price in effect when material or other product is furnished, less all applicable discounts to the Government. In no event shall the price exceed the contractor's sales price to its most favored customer for the same item in like quantity, or the current market price, whichever is lower.
G. FAA CERTIFICATION
The Contractor must be certified as an overhaul facility or FAA Repair Station for the aforementioned units. Contractors must be certified to perform the work requested and must provide proof of certification. The Contractor must have performed (and provided written proof, if requested), of similar repairs and overhauls on the type of EDC and Heat Exchanger indicated in the scope of work. The contractor must provide a technical representative who can respond to questions from AOC.
H. INSURANCE AGAINST LOSS OR DAMAGE TO GOVERNMENT PROPERTY:
During the life of the contract, the Contractor shall, at its own expense, provide and maintain insurance to cover the replacement cost of the EDC(s) and/or Heat Exchanger(s) assemblies should loss or damage occur.
I. SUBMITTAL OF INVOICES:
The contractor shall submit invoices to the COR at AOC at the address shown below. All invoices will be reviewed by AOC to determine if the Government is properly billed for services provided. Partial invoices will only be processed after AOC COR acceptance and approval.
