WP-3D AIRCRAFT T56-A-14
ENGINE DRIVEN COMPRESSOR & OIL-TO-OIL HEAT EXCHANGER
OVERHAUL & REPAIRS
FOR THE
NATIONAL OCEANIC ATMOSPHERIC ADMINISTRATION
OFFICE OF MARINE AND AVIATION OPERATIONS
AIRCRAFT OPERATIONS CENTER
A. WORK SCOPE AND REQUIREMENTS
The National Oceanic and Atmospheric Administration (NOAA) owns/operates two (2) Lockheed Martin WP-3D Orion aircraft. These aircraft perform numerous scientific missions such as hurricane research, hurricane reconnaissance, air quality research, and climate research. These operations are conducted throughout the continental United States as well as Alaska and foreign countries. The AOC has a need to replace the Engine Driven Compressor (EDC) and Oil-to-Oil Heat Exchangers based on wear/failure determined from operation or inspection by AOC Maintenance Technicians. Currently, AOC has two (2) spare EDC’s (no Oil-to-Oil Heat Exchangers) which facilitate a quick change when needed. Change out can be performed on site by the maintenance technicians wherever the aircraft is located. AOC has recently learned that removing and replacing the Oil-to-Oil Heat Exchanger and hoses at the time of EDC removal and replacement is prudent to prevent oil contamination from the removed EDC. Once removed, there is a need to have the EDC and Oil-to-Oil Heat Exchanger sent out for overhaul or exchange as quickly as possible to restock the spare inventory ensuring an aircraft does not experience unnecessary down time during critical mission periods. The contract will provide overhaul/exchange services from a contractor for all EDC and Oil-to-Oil Heat Exchangers. The contractor shall comply with all of the maintenance manual and manufacturer's requirements.
Broad Scope of Work:
Overhaul and repair, as necessary, the following two (2) high time EDCs and their oil-to-oil heat exchangers used on NOAA Aircraft Operations Center's two (2) WP-3D aircraft.
- EDC Part Number: 206400-7-2, NSN: 4310-01-296-0634, Serial Number: TLS-0425 (Oil leak at drive shaft seal)
- EDC Part Number: 206400-7-2, NSN: 4310-01-296-0634, Serial Number: 81-128 (Internal oil consumption, oil leak from drive shaft seal)
NOAA AOC needs these components overhauled, repaired, and returned by Friday, July 31, 2020.
AOC will provide NAVAIR manuals to the contractor (if requested). The Contractor will provide all special tools, facilities, equipment, and certified technical staffing to perform tasks.
The minimum requirements are as follows:
1) Overhaul EDCs, or exchange the removed EDCs for newly overhauled units, depending on urgency of need for a replacement unit
2) Overhaul removed Oil-to-Oil Heat Exchangers, or exchange removed Heat Exchangers for a newly overhauled unit, depending on the need for a replacement unit.
3) Overhaul current two (2) spare EDCs. The first spare overhaul to occur upon the award of the contract. The second spare overhaul to occur after the first unit has been approved for return to service.
4) EDC and Oil-to-Oil Heat Exchanger will normally be sent to the contractor as a set. At the completion of the overhaul, or exchange, the contractor will supply with the overhauled, or exchanged, units with new inlet and outlet hoses P/Ns SR3806-6-0344 and SR3800-6-0314 (as part of the return set).
5) The contractor shall provide a Heat Exchanger Unit and new hoses, as the two (2) EDC spares requiring overhaul also require corresponding Oil-to-Oil Heat Exchangers and must be returned to AOC as a complete and operable set.
6) Provide to AOC, inspection and teardown reports and documentation of the work performed on the removed units, or exchanged units, as applicable.
7) Make available for inspection to the AOC, any rejected parts, as soon as possible.
8) Upon approval for return to service of the unit, or for the exchange unit, all required overhaul/repair documentation (i.e. FAA Form 8130 or equivalent).
The Government shall be responsible for scheduling the work against this contract. Only the work that is being requested shall be accomplished. Any additional work or discrepancies (Over and Above) must have prior approval from the AOC Point of Contact or the Aircraft Maintenance Branch (AMB) Chief or designee.
As soon as possible, after receipt of units, the contractor shall provide a list of the discrepancies/tear down inspection report to AOC. The report shall include the extent of the inspection, condition found on all major components, and any recommendations (if applicable) for maintenance that would prevent future failures.
B. SHIPPING AND DELIVERY REQUIREMENTS
It is requested that the contractor provide a maximum turnaround time of 31 days for a removed unit overhaul or an exchange unit to be returned to the AOC location as necessary. If the aforementioned removed units are not able to be returned in the time stated due to unexpected over and above discrepancies, the contractor shall inform the AOC point of contact to determine what actions should be taken, if any. The cost of shipping the EDC and Oil-to-Oil Heat Exchanger units to the contractor facility shall be the responsibility of AOC. The contractor shall be responsible for return shipping to AOC.
However, AOC may arrange for different shipping methods if it is in their best interest.
C. PERIOD OF PERFORMANCE/SCHEDULE
The contractor will provide a time frame for completing the initial inspection followed by a time frame to complete the overhaul (not to exceed 31 days). The delivery date is imperative, and firm, based on the need to maintain aircraft operations during the 2020 hurricane season. All services must be completed and equipment provided back to AOC by no later than July 31, 2020; any potential changes in the schedule must be communicated to AOC with prior approval.
- Award date through July 31, 2020.
D. QUALITY ASSURANCE
NOAA/AOC may request to have a representative witness any part of the overhaul process during the course of these support services. The Contractor shall keep the AOC point of contact and/or the AMB apprised of the progress and schedule.
E. PARTS AND WARRANTIES
The Contractor shall provide all replacement parts, materials, and consumables related to the overhaul of EDC and/or Oil-to-Oil Heat Exchanger. However, the Government reserves the right to provide the same, if advantageous, at any time during the contract. The Government will make the final determination on whether new, overhauled, or serviceable parts will be installed in the assemblies. Parts or components in an "as removed" condition will not be installed in the assemblies. Any part or component not related to the normal overhaul replacement part(s) that has not reached its recommended service life but fails inspection and needs to be replaced will be treated as an "over-and-above.” The contractor must provide a warranty on the EDC and Oil-to-Oil Heat Exchanger based on months and/or aircraft hours but be no less than 500 flight hours or 12 months from time of installation.
F. OVER AND ABOVE ITEMS (AS NECESSARY)
The Contractor is responsible for documenting and reporting, at intervals acceptable to the AOC point of contact, all discrepancies found during inspections and maintenance. Discrepancies that are not a part of the scope of work will be known as "over and above." Corrective actions of those discrepancies are considered "over and above" items. Any part or component that has not reached its recommended service life, but fails inspection and needs to be replaced, is considered an "over and above" item. The "Over and Above" discrepancy report must include (as a minimum):
- Description of each discrepancy found;
- Number of person-hours per discipline required to complete each discrepancy;
- Hourly rate for personnel performing the work;
- Parts cost, less the percentage discount, if any;
- Total dollar amount for each discrepancy; and
- Total dollar amount for the complete list of discrepancies.
The AOC point of contact will be responsible for reviewing the list of "over, and above" discrepancies and making a recommendation to either accept or decline the Contractor's proposal. The Contractor shall not proceed with correcting any "over and above" discrepancy without prior approval from the COR. The Contractor shall bill all charges for "over and above" items on a separate line item at the conclusion of repairs. Funds for over and above items will be specified at the time of award and included as a separate contract line item number. The dollar amount stated in the contract represents an estimated total, not-to-exceed amount, to cover charges for "over and above". It is not possible prior to contract award to accurately estimate the extent and duration of work or to anticipate costs with any reasonable degree of confidence. Time and material provides for acquiring these services on the basis of direct labor hours and cost of materials at a fixed rate. Direct labor hours are at specified fixed hourly rates that include wages, overhead, general and administrative expenses, and profit. Cost of materials includes appropriate material handling cost as part of material fixed costs. The price to be paid for material shall be based on an established catalog or list price in effect when material or other product is furnished, less all applicable discounts to the Government. In no event shall the price exceed the contractor's sales price to its most favored customer for the same item in like quantity, or the current market price, whichever is lower.
G. FAA CERTIFICATION
The Contractor must be certified as an overhaul facility, or Federal Aviation Administration (FAA) Repair Station for the aforementioned units. Contractors must be certified to perform the work requested and must provide proof of certification. The Contractor must have performed (and provided written proof, if requested), of similar repairs and overhauls on the type of EDC and Oil-to-Oil Heat Exchanger indicated in the scope of work. The contractor must provide a technical representative who can respond to questions from AOC.
H. INSURANCE AGAINST LOSS OR DAMAGE TO GOVERNMENT PROPERTY: During the life of the contract, the Contractor shall provide and maintain insurance to cover the replacement cost of the EDC and/or Oil-to-Oil Heat Exchanger assemblies should loss or damage occur.
I. SUBMITTAL OF INVOICES:
The contractor shall submit invoices to the AOC point of contact at the address shown below. All invoices will be reviewed by AOC to determine if the Government is properly billed for services provided. Partial invoices will only be processed after AOC acceptance and approval.
