It leads development and implementation of training standards, guidance, and policy to generate combat-ready IW forces per COMUSFLTFORCOMINST/COMPACFLTINST 3501.3 (Series), Fleet Training Continuum Instruction. Specifically, NAVIFOR has entitlements as a TYCOM accountable for all aspects of unit training and readiness for units under their administrative control (ADCON), and as a supporting commander to other TYCOMs, U.S. Fleet Forces Command (USFFC), Numbered Fleets, and Fleet Cyber Command for training related issues for IW capability areas.

NAVIFOR is responsible for providing unit-level training plans, assessments, and execution to ensure fully trained, combat-ready Navy IW forces for all Information Force subordinate activities. Utilizing the NWTS, NAVIFOR develops, executes, and manages shore commands’ Mission Essential Task Lists (METLs), Navy Warfare Training Plan (NWTPs), Unit-Level Training and Readiness Assessments (ULTRAs) and assists afloat units, other TYCOMs and training groups to provide Navy IW forces per COMUSFLTFORCOMINST/ COMPACFLTINST 3501.3 (Series), Fleet Training Continuum Instruction. It evaluates the adequacy of ashore and afloat unit-level IW training necessary to generate mission capability and Fleet IW training readiness by organizing ULTRAs based on the missions associated with CYBER, Cryptologic Warfare (CRY), Intelligence (INTEL), Command, Control and Communications (C3)/DoD Information Network (DoDIN) Operations, and Meteorology and Oceanography (METOC) communities.

g) Ensure IW domain direct support augmentees have completed all requisite pre-embarkation and basic phase unit-level IW training and certification.

h) Serve as the NAVIFOR Coordinating Review Authority (CRA) for METL development and review of ADCON units.

The IFORTRAMAN is the primary source of policy, direction, and requirements for unit-level training readiness for NAVIFOR IW forces. It provides guidance to force activities to report, certify and sustain operational proficiency and readiness, and for maintaining continuous readiness using prepare, plan, execute, and evaluate methodology against the capability areas assigned to NAVIFOR per COMUSFLTFORCOMINST/COMPACFLTINST 3501.3 (Series), Fleet Training Continuum Instruction and under Title 10 U.S.C. responsibilities delegated from USFFC to NAVIFOR as the IW Type Commander.
