The term “or equal” means that components, equipment or material shall be equivalent in terms of performance, services required, compatibility with interrelated systems and arrangements and supportability over the service life of the components or equipment. In the case of component or equipment substitution for those components or equipment noted on the Contract Guidance Drawings or Specification, the Contractor shall submit a written request delineating the design and the performance data on both the specified and substituted piece of equipment for COR approval and if approved, the Contractor shall take full contractual and technical responsibility for ensuring installation of components or equipment’s or both and compatibility with interrelated systems.

The terms “Replace” or “Renew” mean to remove the existing unit, equipment, or systems, including all interferences and to install a new unit, equipment or system which is either identical to or equal to that which was removed; the installation shall include at a minimum all hook-up, supports, and adapters which are required to effect a fully operational installation complete in all respects.

Any repairs or other work resulting from recommendations or other discoveries after the vessel is docked are to be brought to the attention of the COR immediately by use of a contractor generated inspection report. Any such additional work will be subject to a delivery order. Additional work to be accomplished ONLY WHEN AUTHORIZED IN WRITING.

Because this craft is not considered deep-sea worthy, all work must be performed on this vessel in the Hampton Roads area, such area to include the James River, all branches of the Elizabeth River, York River, Mobjack Bay and tributaries. The craft will be delivered to the contractor’s work site prior to the commencement of work and picked up at the same facility upon completion of work by the Maritime Administration’s Reserve Fleet personnel. The contractor shall be responsible for shifting the vessel to and from drydock/travel-lift/marine railway and within the contractor’s facility during the course of work.

The contractor shall gas-free or inert all spaces affected by the work described in this Specification and is responsible for determining all spaces requiring gas freeing. A copy of the gas-free certificate is to be presented to the COR before beginning work on the repairs. Initial Certificates are to be issued by a Certified Marine Chemist, as will recertification if conditions change which will affect the Certificate. Gas-Free Certificates shall be updated daily by competent persons.

All welding shall meet ABS and USCG requirements and conform to American Welding Society (AWS) standards. All welds shall be cleaned prior to painting. All surfaces which have been cut, drilled, welded, or otherwise modified shall be cleaned, free of grease, slag and foreign matter; and painted in accordance with the coating sections of these Specifications. Prior to any surface preparations the contractor will conduct a joint inspection of the welding repairs with the COR.

All dirt and debris resulting from the work required by these Specifications shall be removed from the vessel and disposed of at contractor’s expense. All affected areas shall be left clean and in good order at the end of the dry-docking period.

4. CLEAN AND INSPECT TWO FUEL TANKS

4.1. Remove and dispose of up to 150 gallons of diesel fuel each tank for a total of 300 gallons. Fuel may be polished and stored on site and returned to vessel upon completion.

4.2. Clean tank interior surfaces, including removable baffles, free of all foreign materials, such as sediment or sludge. Remove cleaning media and residues continuously during the washing process. Remove any residual wash media and wipe up residual moisture with clean lint-free cloths.

4.3. Dispose of tank contents and all cleaning fluids in compliance with all applicable Federal, state, and local laws, ordinances and regulations. Document a complete chain of custody record of the removed tank contents and generated wastes, from the vessel to the point of final destination or delivery. Submit document to the COR upon completion of work.

5. SURFACE PREPARATION, HULL

5.1. High pressure water wash (3,500 psi) using a sweep nozzle the entire hull including the rudder from the keel up to and including the bulwarks immediately upon docking to remove surface contaminants, marine growth and loose and flaking paint to SSPC-SP-6. Allow for 25 square feet (25 sq. ft.) of uncoated area to be blasted to SSPC-SP-10. Remove all strainer plates, blast and coat strainers and sea chests as specified for underwater hull. Mask and plug all hull openings to prevent contamination of the vessels systems, mask the rubber fendering, cover and mask all deck equipment, port lights, hatches and openings to interior of craft.

6. ULTRASONIC THICKNESS TESTING

6.1. The Contractor shall perform a total of 100 thickness measurements, in locations designated by the Government representative.

7. UNDERWATER HULL COATING
