Summary of Statement of Work for Forklift Inspection, Repair, Test and Certification
This is a Statement of Work (SOW) for the U.S. Navy's USNS Medgar Evers (T-AKE 13) specifying requirements to inspect, repair, test, and certify nine forklifts (seven Hyster models and two Hubtex models) to operational and certification standards. The work item is categorized as "A" under Contract No. N00000-00-X-0000, Item No. SOR-26-0010, with a completion deadline of July 22, 2026, following a start date of May 18, 2026.
The contractor must remove the MHE from the vessel at Naval Weapons Station Earle, New Jersey, transport equipment to a qualified facility, and execute comprehensive repairs addressing specific deficiencies for each unit, including structural inspections, mechanical/fluid maintenance (hydraulic oil and filter replacement, brake fluid replacement, differential and drive axle oil replacement), electrical component repairs, and operational testing. All work must comply with manufacturer specifications using Original Equipment Manufacturer (OEM) parts and be performed by qualified, certified personnel. The contractor must conduct initial receipt inspections, annual fork maintenance inspections, functional tests under no-load conditions, operational weight tests at 100% Rated Safe Working Load (SWL) held for two minutes, comprehensive brake system tests (service, parking, and safety braking/disconnect), overload weight tests at 150% SWL, and static discharge testing for electric-powered equipment. The contractor must submit completed and signed inspection, test, and certification forms (Enclosures 1-3 per NAVSUP Publication 538) to the Military Sealift Command Representative (MSCREP), with an 18-month certification validity period from the certification date. Work location is at the contractor facility, and the Port Engineer (Lee Fulcher, 682-433-3191) serves as the primary technical point of contact.
