About this file
This file is an income guidelines attachment related to Volusia County, Florida's Request for Proposal for Implementation of Emergency Rental and Mortgage Assistance. The document establishes eligibility thresholds for low-income families seeking emergency rental or mortgage payment assistance based on 200% of the Federal Poverty Guidelines effective July 1, 2024. The RFP seeks qualified non-profit organizations located in Volusia County with experience in rental and/or mortgage assistance to process applications, conduct eligibility assessments and verification, determine assistance amounts, and administer direct payments to mortgage companies, landlords, or property managers on behalf of eligible families. The County has $300,000 available for the initial program year, with an anticipated $450,000 available for each optional renewal term, contingent upon funding availability and prior year performance of the selected organization.
The income guidelines specify 200% of the Federal Poverty Guidelines for households ranging from one to eight members, with incremental additions of $10,760 for each household member exceeding eight people. For example, a single-person household may not exceed $30,120 in annual income, while a four-person household threshold is $62,400. Program administration costs are capped at no more than 5% of total funding, while outreach costs are limited to 15%, with outreach costs potentially covering case worker salaries providing direct public service. Eligibility for assistance is determined based on income, family size, housing costs, and other factors, and the program is subject to any applicable state or federal requirements governing the receipt, management, and expenditure of funds.
