NOAA Ship Bell M. Shimada Telescoping Crane

Specification | Solicitation Number: 1305M225Q0142

1. SCOPE:

1.1 The National Oceanic and Atmospheric Administration’s (NOAA) Office of Marine and Aviation Operations (OMAO) requires a new Telescoping Crane and corresponding control system to replace the existing Knuckleboom Crane aboard NOAA Ship Bell M. Shimada.

3. GOVERNMENT FURNISHED MATERIALS:

3.1. None

4. REQUIREMENTS:

4.1. Provide a new telescoping boom crane with the following characteristics:

4.1.1. Minimum design standard: ABS and API-2C;

4.1.2. USCG failsafe operation;

4.1.3. Simultaneous operation of two or more functions;

4.1.4. Stainless luff and telescope cylinder rods;

4.1.5. Heat Treated 17-4 stainless steel pins;

4.1.6. AISI 316 stainless fasteners (3/4” dia. & smaller);

4.1.7. Zinc-plated graded fasteners;

4.1.8. Monel grease fittings;

4.1.9. Stainless steel hydraulic tube and hose end fittings;

4.1.10. Continuous welds throughout;

4.1.11. 360° continuous rotation;

4.1.12. Acrylic epoxy marine coating system (Black);

4.1.13. Painted internal boom surfaces;

4.1.14. Factory assembled and tested; Provide Contracting Officer Representative (COR) opportunity to attend factory testing. Provide 5 business day notice.

4.1.15. 10,000 pound working load limit (WLL) at 45 feet onboard outreach and 25 feet offboard outreach in a 2.5 meter wave height.

4.1.15.1. 3,500 lbs at 70 foot onboard outreach and 1,000 lbs at 70 offboard outreach in a 2.5 meter wave height.

4.1.15.2. Provide working load limit (WLL) stenciling to boom in 6 inch tall letters.

4.1.16. Seventy (70) foot outreach;

4.1.17. Two (2) telescoping boom sections;

4.1.18. Swivel sheave at end of the boom.

4.1.19. Blasted to near white metal and preserved in accordance with OEM procedures for a Marine Coating System.

4.1.20. The new Telescoping crane proposed for Bell M. Shimada shall be equivalent to Appleton crane Model EB120-70-40 and shall include the minimum salient characteristics provided below:

4.1.20.1. Voltage requirements: 600VAC / 3 Phase / 60Hz at 70 FLA.

4.1.20.2. Minimum Operating Temperature of 14 degrees Fahrenheit

4.1.20.3. Hydraulic Power Unit (HPU) is rated for 40 HP at 1750 PRM, 30 GPM Maximum Flow, 2900 PSI Maximum Pressure, HPU is HP limited to 40 HP.

4.1.20.4. Crane Performance Parameters:

4.1.20.4.1. Hoisting: 50 ft/min

4.1.20.4.2. Slewing: 1.0 PRM

4.1.20.4.3. Luffing: 80 degrees in 90 seconds

4.1.20.4.4. Telescoping: 30 FT in 90 seconds

4.1.20.5. Crane Foundation Reaction per API:

4.1.20.5.1. Axial Load: 69,000 LBS

4.1.20.5.2. Radial Load: 11,000

4.1.20.5.3. Overturning Moment: 1,560,000 ft-lbs

4.1.20.5.4. Slewing Torque: 230,000 ft-lbs

4.1.20.6. Total Crane Weight (without Pedestal): 25,000 lbs

4.2. The crane shall fit onto the existing pedestal and turntable bearing. The existing crane is an Appleton KB120-67 knuckle boom crane, serial number 14928. See Reference 2.1.

4.3. The new crane shall use the existing hydraulic power unit (HPU) as the existing crane. See Reference 2.1, 2.4, 2.5, and 2.6.

4.4. Provide new wireless chest pack and chest pack controls for the new crane, and the existing EB70-60-25. Procure one (QTY 1) additional wired chest pack and chest pack controls as a spare unit. The new chest pack controls shall include a new MCC enclosure, display enclosure, wireless transmitters, and associated equipment.

4.5. The new crane shall be compatible with the new wired chest pack controls.

4.6. The crane shall be equipped with a PLC based load monitoring system that continually monitors and displays the current hook load and warns the operation in the event of an overload condition with, at a minimum, the following components

4.6.1. Load Pin;

4.6.2. Boom Length Sensor;

4.6.3. Boom Angle Sensor;

4.6.4. Remote Hook Load Display;

4.7. After all connections are free of leaks wrap all hose end fittings with cloth impregnated anti-corrosion grease tape. Provide and install protective nylon sleeves over each hydraulic hose (hoses exposed to the sun) and secure the sleeves in place on all hoses located on the exterior of the ship.

4.8. Provide new mounting bolts to connect the new crane to the existing pedestal/turntable bearing.

4.9. Provide spare parts to include:

4.9.1. Hose set

4.9.2. Anti-two block device

4.9.3. Horn

4.9.4. Angle sensor

4.9.5. Hydraulic control cartridge

4.10. Installation will be the subject of future work during the Bell M. Shimada annual dockside repairs once the crane is onsite.

5. QUALITY ASSURANCE:

5.1. Provide ABS approved crane installation and detailed drawings to the COR.

6. DELIVERABLES:

6.1. Installation, Operation, and Maintenance Manual with detailed drawings of the crane and its components. To include manufacturer inserts of all major equipment.

6.2. ABS crane certification.

6.3. Deliver by July 24, 2026

7.1. Coordinate delivery with the COR and ship the crane to the following location:
