About this file

This document is an Attachment I_Available Data from the Oregon Statewide Disparity Study RFP S-DASOBO-00003117. The study will examine public contracting, construction, architecture and engineering, and goods and services procurements under $150,000 and over $150,000 across the state. The study will cover data from 2017-2019 and 2019-2021 for the jurisdictions of Marion County and the City of Salem. The available data includes unique contract numbers, industry categories, contract titles, prime contractor business names, NAICS codes, contract start/end dates, original dollar amounts, total amounts paid, descriptions of services, MWBE status, and limited subcontractor information. The state notes that data availability will vary by agency, with the Oregon Department of Transportation (ODOT) likely having the most comprehensive electronic records.

The pricing and contracting information is primarily housed in the state's ORPIN system, with some agencies also tracking data in local databases and hardcopy files. Subcontractor data may be more limited, with only subcontractor names potentially available. The state notes that the financial system does not easily crosswalk to the procurement data, so reconciling total amounts paid may require additional effort. No information is provided on set-asides, incumbents, funding sources, or renewal options.

Public Improvements under $100k

Attachment I_Available Data_RFP S-DASOBO-00003117_Statewide Disparity Study
Assumptions:

Public Improvements under $100k are conducted at the agency level. The contracts should be in ORPIN, but there is history that demonstrates this doesn't always happen. Some work might need to be done to compare the payments out of the financial system to the contracts in ORPIN to determine if there are physical records to explore in each agency. ODOT does the largest amount of construction work, they will have better electronic records than other agencies and this may be included in their disparity study.
