About this file

Attachment I - Assumptions and Exceptions v2 is a document for the Florida Department of Management Services' MyFloridaNet-3 (MFN-3) Core Services Invitation to Negotiate (ITN No. DMS-24/25-260). The solicitation seeks a comprehensive statewide telecommunications network infrastructure provider to replace the existing MyFloridaNet-2 contract. The procurement targets a single core services provider to design, implement, and manage a highly available network supporting approximately 3,500 connections for state agencies, eligible non-profits, and governmental entities in Clay, Leon, and Polk Counties. The contract will have an initial seven-year term, including an 18-month migration period, with proposals due by September 22, 2025, and an anticipated contract award in June 2026.

The contract will be evaluated using a complex methodology allocating 3,000 points (60%) for technical responses and 2,000 points (40%) for cost replies. The estimated annual enterprise expenditure is approximately $60 million, though this represents no guaranteed minimum spend. Pricing will be based on a wholesale model with a DMS administrative fee, and services will be available on a month-to-month basis. The procurement includes a $60 million performance bond requirement and mandates compliance with Universal Service Fund regulations. Respondents must provide evidence of drug-free workplace programs, certify no forced labor involvement, and demonstrate compliance with state vendor regulations. While no specific set-aside designations were explicitly highlighted, the solicitation includes forms for diversity certification and vendor qualifications.
