About this file

This document is an Invitation to Negotiate (ITN) No. DMS-24/25-260 issued by the Florida Department of Management Services for the MyFloridaNet-3 Core Services procurement. The ITN provides detailed instructions for vendor responses, specifically outlining a comprehensive 10-tab reply format for potential contractors. Respondents are required to submit detailed documentation including mandatory forms, qualifications, technical capabilities, staffing plans, client references, and cost proposals for a network services contract. The solicitation seeks a core network services provider, with responses to be submitted electronically following strict formatting and content requirements.

The document emphasizes that cost proposals must be submitted separately under TAB 3 using the provided Cost Reply Price Workbook in Microsoft Excel format. Respondents must demonstrate financial stability by providing audited financial statements for the last three years and a letter proving ability to obtain a $60 million performance bond. Additional requirements include E-rate program eligibility, Department of State registration, and various certifications such as drug-free workplace and non-collusion. The procurement process prohibits pricing information in any section other than the designated cost tab, with failure to comply resulting in disqualification. The state seeks a comprehensive network services solution with clear expectations for technical capabilities, operational model, and compliance with specific governmental contracting requirements.

This Proposal Format describes the contents and format designed to encourage completeness in the Respondent's Reply. The State’s goal is to standardize the format of the Replies to allow comparisons and facilitate equitable measurements for evaluation.

Reply Preparation Costs Any and all costs incurred by the Respondent in preparing or submitting a Reply shall be the Respondent’s sole responsibility whether or not any award results from this ITN. The State shall not reimburse any costs.
