About this file
This document is a draft specification sheet for an Ultra Sonic Ice Free Wind Sensor (IFWS) required as part of the Automated Surface Observing Systems (ASOS) used by the National Weather Service (NWS).
The key requirements for the IFWS include:
- It must be a commercial off-the-shelf (COTS) or non-developmental item (NDI) sensor suitable for outdoor installation that meets siting requirements
- It must have self-testing/diagnostic capabilities to detect and report sensor anomalies or failures
- It must comply with WMO and ICAO standards for wind speed (0-126 knots, ±2% accuracy) and direction (0-360 degrees, ±2 degrees accuracy)
- It must operate on DC power with heated transducers under 40V DC
- It must allow for firmware/software upgrades and have an RS-232/RS-485 data interface
- It must be adaptable to a 10-meter wind tower and have a demonstrated hardware mean time between failure over 10,000 hours
- It must meet IP66 environmental requirements and comply with various IEC standards
This specification is related to a pre-solicitation notice from the Department of Commerce's National Oceanic and Atmospheric Administration for the procurement of IFWS instruments compatible with the existing ASOS infrastructure.

SPECIFICATION SHEET
for
Ultra Sonic Ice Free Wind Sensor (IFWS)
Draft
June 12, 2024
1. Requirements
1.1. General Requirements
[IFWS-1] The IFWS must be a commercial off-the-shelf (COTS) or non-developmental item (NDI) sensor suitable for continuous exposure to natural elements for outdoor installation.
[IFWS-2] Technical operations and maintenance must be supplied for the IFWS Sensor in an editable electronic format with permission for the Government to use for training/maintenance purposes.
[IFWS-3] Surrounding Obstructions: The IFWS Sensor must be able to meet the siting requirement specified in FCM-S4-2019.
[IFWS-4] The IFWS Sensor must come with an installation kit containing ALL necessary, hardware and other ancillary pieces necessary to install the unit.
1.2. Self-Testing/Diagnostic Capability
The maintenance philosophy of the ASOS is to maximize the ability of today’s “smart” sensors to perform continuous built-in tests or self-reporting capable of detecting and reporting internal anomalies and/or failures which adversely impact reporting accuracy. The Government will maximize this built-in test capability as a goal, the IFWS Sensor will be capable of identifying and fault-isolating all sensor-specific hardware and software anomalies. The Vendor shall identify the extent to which the IFWS Sensor can provide these capabilities and must provide an interface document which details all communication and message formats relevant to this capability.
[IFWS-5] Off-line extended diagnostic procedures and tools shall be provided for faults that cannot be detected by the self-testing/diagnostic capability. The off-line extended diagnostics are diagnostic procedures designed to be performed through external commands received via a maintenance technician laptop computer. These diagnostic procedures may make use of extensive dialogue with the maintenance technician, and may use commonly available external test equipment and/or common hand tools if required.
1.3. Performance Requirements
[IFWS-6] The IFWS must comply with WMO-No. 8, 7th edition and ICAO requirements.
[IFWS-7] The IFWS must have a north arrow indicator.
[IFWS-8] The IFWS must have a wind speed measurement range zero to 126 knots.
[IFWS-9] For the full wind speed measurement range, the IFWS must have a resolution of +/- one knot
[IFWS-10] For the full wind speed measurement range, the IFWS must have an accuracy of +/- 2%
[IFWS-11] The IFWS must have a wind direction measurement range of 0 - 360 degrees.
[IFWS-12] The IFWS must have a wind direction measurement resolution of +/- one degree.
[IFWS-13] The IFWS must have a wind direction accuracy of +/- two degrees
[IFWS-14] The IFWS must have a starting threshold of .5 knots.

1.4. Power Requirements
[IFWS-15] The IFWS Sensor must operate using a power supply that operates on DC power.
[IFWS-16] The IFWS have heated transducers operating under 40V DC (peak).
1.5. Firmware/Software Upgradability
[IFWS-17] The IFWS must have the capability to allow for the upgrade to the sensor’s firmware/software.
1.6. Physical Interface Requirements
[IFWS-18] The IFWS must be adaptable to a standard 10 meter wind tower.
1.7. Interface Requirements
[IFWS-19] The IFWS must transmit data in knots.
[IFWS-20] The IFWS Sensor must have a built-in asynchronous data interface mode capable of an RS- 232 or RS-485 interface with user-selectable baud rate, parity, data bits, and stop bits.
1.8. Interrogation Rate
[IFWS-21] The IFWS Sensor must have a configurable interrogation rate of at least ten seconds.
1.9. Logistics
[IFWS-22] The IFWS must have a demonstrated hardware Mean Time Between Failure in excess of 10,000 hours (417 days).
1.10. Environmental Requirements
[IFWS-25] The IFWS must have an IP rating of at least IP66.
[IFWS-26] The IFWS must comply with IEC 60068-2-1,2,6/34, 30, 31, 67, 78, and IEC 60529.
2. QUALITY ASSURANCE PROVISIONS
The IFWS Sensor must comply with this specification when installed in all environments defined in this specification. The Government may verify compliance with the requirements of this specification in general, and the following sub-paragraphs, using various testing methods. These methods may include field tests wherein the IFWS Sensor is exposed to outdoor environments and compared to a NWS standard, as well as possible rigorous laboratory testing wherein the IFWS Sensor will undergo exposure to an artificial environment specifically designed to demonstrate IFWS Sensor performance.
The Contractor must demonstrate, through a formal test and inspection program or from actual field use statistics that the IFWS Sensor and its components meet the functional, environmental, reliability, maintainability, and availability requirements specified herein to the greatest extent possible.
