About this file
This is an Assurance of Compliance document issued by the County of San Mateo Contract Compliance Committee on August 5, 2013, establishing contractor obligations under Section 504 of the Rehabilitation Act of 1973, as amended. The document outlines compliance requirements for contractors entering into agreements with the county, requiring adherence to all applicable Department of Health and Human Services (DHHS) regulations and guidelines related to disability nondiscrimination. Contractors are required to certify their compliance status and, if employing 15 or more persons, designate a Section 504 compliance coordinator responsible for coordinating efforts to meet regulatory requirements. The assurance binds the contractor, its successors, transferees, and assignees, and must be executed by an authorized official.
The document differentiates requirements based on organizational size, with contractors employing fewer than 15 persons subject to modified obligations that allow referral to accessible alternative providers when facility modifications would constitute significant alterations. Contractors employing 15 or more persons must provide the name and contact information of their designated 504 compliance coordinator, along with complete contractor identification details. The assurance serves as a prerequisite for contract award and reflects the county's commitment to ensuring nondiscrimination in programs and services provided through county contracts, with particular emphasis on accessibility for individuals with disabilities.
