About this file
This is a Requirements Attachment (Attachment H) to RFP 6025 for an online testing services procurement by the State of Oregon, with a submission deadline of August 30, 2025. The state is seeking a comprehensive knowledge testing solution platform that must meet 24 high-priority functional requirements across seven primary categories: Test Creation and Management, Administration and Delivery, Security Features, Scoring and Reporting, Integration and Compatibility, User Experience, and Compliance and Standards. Specific requirements include the ability to store large question repositories, support multiple question types (multiple-choice, true/false, short answer, essay), randomize questions and answers, provide test scheduling capabilities, enforce access controls for multiple agency users, offer live and automated proctoring options, support multilingual testing, and ensure mobile compatibility across various devices. The procurement requires proposers to complete a detailed Requirements sheet indicating whether each functionality meets base system capabilities, will be met by the proposed go-live date with planned delivery timelines, or cannot be provided.
Proposer responses will be scored on a 0-3 point scale, with base system functionality receiving three points, promised future delivery by go-live receiving one point, and unmet requirements receiving zero points. The evaluation framework applies a scoring matrix weighted by priority level, with high-priority requirements scored at six points for full compliance and zero points for non-compliance. Critical security and operational requirements include user authentication, data encryption, IP restrictions, browser lockdown capabilities, automated scoring for objective questions, manual grading tools, detailed analytics and reporting, LMS integration with platforms such as Moodle, Blackboard, or Canvas, API access for custom integrations including billing functionality, customizable interfaces, accessibility features for disabled users, regulatory compliance with standards such as GDPR, HIPAA, and FERPA, and support for standardized testing and certifications. Any modifications to the Requirements workbook outside designated response fields will result in automatic disqualification from the procurement process.
