Summary of Current Platform Functionality Document - Oregon Community Solar Program
This document is a functional specification for the Community Solar Program (CSP) Platform maintained by the State of Oregon. The CSP platform serves as a critical data and information management system supporting the Oregon Community Solar Program as of February 2025. The platform must enable Project Managers to upload, verify, edit, and manage project data including pre-certification applications, project amendments, subscriber information, and program-required reports, while also generating and downloading comprehensive project reports. Additionally, the platform must support Program Administrator functions including multi-year data storage and management for at least 20 years of program operation, validation and quality assurance of program data, processing of utility data transfers via CSV files, and calculation of critical metrics such as project capacity, participant eligibility, bill credits, fees, and compliance status.
The platform must accommodate significant operational complexity including multiple billing cycles, off-bill billing arrangements, participants with multiple utility accounts and project subscriptions, suspended accounts, and varying fee structures between projects and participants. The system requires the capacity to manage thousands of participants and their energy use, bill credits, payments, and fees while maintaining security and user-friendly functionality. The platform must track subscribed and unsubscribed energy generation, fees collected and distributed by the Program Administrator, oversubscription data, and attributed generation, as well as identify participants rejected by utility billing systems. No specific pricing, contract terms, renewal options, or award information is provided in this functional specification document.
